Duties

  • Responsible for the review, evaluation, coordination, and approval process of MOUs, MOAs, and SAs.
  • Facilitates and coordinates programming and project/workload activities.
  • Provides logistics planning and management, and execution expertise to meeting organization requirements.
  • Prepares and delivers briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities, and conveys information relative to proposed changes in assigned programs.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of theories and principles of support planning and execution. Additionally, expertise of the major issues, missions, programs goals and objectives and administrative operations of the organizations/installation to effectively develop, facilitate negotiations, coordinate, and execute Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs) and Interservice Support Agreements (ISAs). Knowledge of support requirements to provide coverage of funding, supply and a variety of other technical support activities. Employee must be able to apply analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of NAF programs. Knowledge of military command structure, mission capabilities, and programs to ensure understanding of agreement partnership objectives and requirements. Knowledge of pertinent guidelines, policies and precedents which affect the use NAF programs and related support resources requiring consideration in the development of support agreements. Knowledge of pertinent laws, regulations, policies, and precedents as well as budget, funding, and mission priorities and impact priorities, and related support resources which affect command programs and the functions. Skill in designing and conducting comprehensive research; identifying issues and problems, preparing solutions; developing new methods, approaches or procedures. Ability to effectively organize and analyze information; produce papers, reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials and present clear and concise findings. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of various types of support agreements, primarily Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), and base operations support Intra/Interservice Support Agreements.
  • Knowledge of a broad range of logistics planning activities and associated processes and deliverables.
  • Knowledge of concepts and techniques related to support requirement identification, problem solving, and process improvement, and a general knowledge of contracting and financial management processes.
  • Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas.
  • Skill to develop innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance; ability to plan, organize projects, and negotiate effectively with management to accept and implement recommendations.
  • Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across echelons to present and recommend solutions in a logical, cohesive format; and ability to communicate effectively, both orally and in writing.
  • CONDITIONS OF EMPLOYMENT CONTINUED:
    • Position is designated special-sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed.
    • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

    ADDITIONAL INFORMATION:
    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

    Summary Continued: The incumbent performs review, evaluation, and coordination activities for the approval and currency of Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs) and Support Agreements (SAs), which are usually complex documents often spanning numerous activities, delineating enabling capability support, direct mission support, and associated resource requirements. Serves as a focal point responsible for orchestrating logistics readiness planning and implementation of unit realignments, bed-downs, deactivations, and future mission capabilities under the organizational construct.
