Position Title: Data Processing Clerk - Team Lead

Location: Cincinnati, Ohio

Duties and Responsibilities

This Data Processing Clerk - Team Lead will provide leadership and oversight of the study data processing team and a number of specific tasks:
  • Entering occupational health and exposure study data according to a project specific coding guide provided for the activity.
  • Source documents vary by project. They typically include electronic files, pdf documents or microform copies of hardcopy records, such as employment records, death records, or surveys which respondents completed.
  • The data entry activity includes both verbatim entry as well as industry and occupation coding according to established guidelines.
  • Data entry instructions are provided to guide each entry project. Coding decisions are based on these instructions.
  • The data are typically entered into a custom-tailored entry application designed for specific activity, using a tool such as Microsoft Access, or a branch wide tool the NIOSH Industry and Occupation Computerized Coding System (NIOCCS).
  • Government project leader orients staff to the project and addresses questions and concerns as the project progresses.
  • Validating or correcting study and surveillance data from edit reports. Corrective actions be directed by the data entry instructions or by the project leader.
  • Coding data according to national classification standards. Typical examples include:
  • Assigning industry and occupation codes to industry and occupational text fields from vital records, surveys and company information forms using Census, NAICS or SOC coding schemes. The coding assignments be done using a data entry program. First level quality control be performed by each clerk for accurate interpretation of industry and occupation narratives.
  • Assigning illness and injury cause codes to narrative descriptions of the cause of workers' compensation claims using the Bureau of Labor Statistics' Occupational Injury and Illness Classification System (OIICS) Manual.
  • Providing clerical support for study data collection.
  • Contacting data providers to request information, such as requesting medical records from health care providers, following up on outstanding survey responses.
  • Assisting researchers with field data collection, such as scanning hard-copy files, and distributing and collecting surveys.
  • Tracking the status of survey responses and forms.
  • Preparing materials for mass mailings.
  • Retrieving and filing study records and associated data according to branch procedures.
  • Providing administrative or final level quality control check for industry and occupation codes. The coded file be reviewed and codes changed based on the knowledge of the coding rules.
  • Providing records management and technical documentation. This may include providing quick and easy access to records in a usable format, ensuring that all necessary documentation is accurate and complete and is compliant with regulations and/or policies, and maintaining paper records and data according to Agency- specific rules and procedures.
  • Attending NIOSH sponsored training and meetings.
  • Assisting with system testing and IT team consultations as needed.
  • Completing National Occupational Mortality Surveillance (NOMS) or other project consistency reviews and other computer-generated coding reviews.
  • Assisting with training activities as assigned by NIOSH project leader.
  • Providing training to the Data Processing Clerks (I and II).
  • Assisting with NIOCCS testing as needed.

Knowledge and Qualifications
  • Minimum of High School diploma plus 5 years of experience. Bachelor's Degree is preferred.
  • Experience and proficiency in study data coding.
  • Experience and proficiency in clerical support for data collection.
  • Experience and proficiency in providing federal records management.
  • Experience with Medical/Health Information Systems is a significant plus.
  • Familiarity with Medical/Health terminology is a significant plus.
  • Proficient in Microsoft Office (i.e., Word, PowerPoint, Excel and Outlook)
