As a Supervisory IT Specialist (PLCYPLN) at the GS-2210-15 some of your typical work assignments may include:
  • Ensures that DOWIA complies with and promptly, efficiently, and effectively implements Federal laws and DoD information policies and information resource management responsibilities and requirements.
  • Manages the activity's Federal Information Technology Acquisition Reform Act (FITARA) compliance program.
  • Manages the DOWIA IT technical training program to ensure the availability of required technical skills and certifications.
  • Works with these offices in developing corporate objectives, programs and regulations; coordinating and synergizing their efforts; understanding and addressing their technical requirements and concerns; and assisting in the resolution of technical issues.
  • Develops integrated continuity of operations/continuity of business plans and agreements pertaining to DOWIA Information Technology systems and infrastructure, to sustain essential capabilities in the event of disaster or other emergency.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Develop and implement IT strategies, plans, and policies.
  • Lead and manage IT project teams to ensure successful delivery.
  • Ensure agency compliance with DoD CIO policies, standards, and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. This position is emergency-essential (E-E). In the event of a crisis situation the incumbent, or Designated alternates must continue to perform E-E duties until relieved by proper authority. The incumbent, or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

This is a DoD information Assurance (IA) Workforce Improvement Program (DoD 8570.01) position. The incumbent must obtain and/or hold a 1AM Level II certification. Failure to maintain IAM certification may result in the termination of employment. New hires must obtain the appropriate certification within 6 months of being assigned IA functions beginning the date they start in the position. Current DoD employees and contractors performing IA functions on the effective date of hire have up to 4 years to comply with the certification requirements.
