Full Visibility is seeking a Program Financial Operations Analyst to work Onsite in Quantico, VA.
Candidate must possess an active Top Secret/SCI Eligible clearance.
The Program Financial Operations Analyst will support the Government Program Manager with budget execution activities, including responding to budget actions and inquiries; assisting with the development and documentation of program spend plans; preparing purchase requests; monitoring annual program budgets; and tracking and reporting program expenditures using spreadsheets and Government Financial Accounting Management Systems.
Work with end users to gather requirements and coordinate with vendor partners to conduct market research, define equipment requirements, and obtain pricing. Coordinate equipment and material requests in support of program projects and tasks; ensure appropriate forms, market research, and policy guidelines are followed; write requisition justifications; and support end-to-end execution.
Own invoice reconciliation and processing, ensuring alignment with purchase requests, contracts, and funding authorizations. Coordinate with vendors, Contracting Officer's Representatives (CORs), and Finance to resolve invoice discrepancies and support timely payment. Reconcile invoices and submit them to the COR for review, signature, and approval.
Perform program-related project duties, including updating project schedules, maintaining the Project Database, and tracking and reporting receipt of equipment purchases.
Assist in the preparation of the Monthly Status Report (MSR) and other required reports based on input from Program Managers. Prepare budget data responses for submission, as required.

Requirements
- Active Top Secret Clearance/with SCI eligibility. This position may require the successful completion of a Counterintelligence (CI) Polygraph
- At least five (5+) years of experience in budget and financial management; in lieu of education, seven (7) years of related experience.
- Experience with Government F inancial M anagement S ystems and software (FMS)
- Experience with telecom circuit billing
- Experience in program management support and related duties, with budgets and schedules, monthly status reports, accounts payable and receivable, Vendor support
- Bachelor of Science (B.S.) Degree or Bachelor of Arts (B.A.) Degree in project/financial management or related field
