Redwood Strategy Group is seeking a Senior Budget and Program Analyst to provide integrated financial, programmatic, and execution support to a Department of the Navy (DON) organization. The selected candidate will function as a program manager and financial integrator, supporting leadership with budget planning, execution tracking, workflow coordination, and executive-level reporting. This role supports high-visibility initiatives and serves as a key liaison between leadership, Budget Submitting Offices (BSOs), and external stakeholders to ensure accurate financial management, consistent execution, and timely decision support. streamlined workflows, and timely reporting that supports Senior Executive and Flag Officer decision-making.
Redwood Strategy Group is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.
Key Responsibilities
-Provide budget formulation, execution, and program management support for assigned programs and initiatives.
-Develop and maintain spend plans, funding profiles, execution trackers, labor projections, and unfunded requirement submissions.
--Manage and track the flow of funds across multiple Budget Submitting Offices (BSOs) to ensure accurate allocation and execution.
-Coordinate and validate current- and future-year resource requirements using PBIS, NERP, and stakeholder inputs.
-Serve as a financial and programmatic liaison between leadership, BSOs, and external partners, ensuring alignment and transparency.
-Standardize and manage resource request and funding workflow processes, improving consistency and efficiency.
-Prepare recurring and ad hoc executive-level reports, including budget execution summaries, financial status reports, and program briefs.
-Develop briefing materials and provide financial and programmatic updates to senior civilian and military leadership, including SES and Flag-level officials.
-Maintain data accuracy, proactively identify execution risks, and communicate issues and recommendations to leadership.
-Support audits, data calls, and leadership inquiries as required.

Qualifications
- At least 8 years of relevant experience in Department of the Navy or DoD financial management, budgeting, and program execution.
- Strong, demonstrated expertise with Navy ERP (NERP) and PBIS (required).
- Experience managing multi-organization or multi-command funding execution.
- Strong understanding of DON/DoW budgeting and execution processes.
- Proven ability to integrate financial and programmatic data to support leadership decision-making.
- Strong written and verbal communication skills, including experience preparing and delivering executive-level briefings.
- Ability to work on-site, independently in a fast-paced, high-visibility environment.
Preferred Qualifications
- Experience with additional DON financial tools such as Advana/Jupiter, ETMS2 (DON Tracker), or similar systems.
- Prior experience supporting senior Navy or DoW leadership at the headquarters level.
- Experience working on-site at the Pentagon or similar headquarters environment.
