At DHS, our team supports the Science and Technology (S&T) Directorate's development, acquisition, and deployment of new technologies across a variety of technological domains. An essential component of the Directorate's operations is the effective management and execution of its annual budget.

This position will serve as a primary team resource for planning and tracking program office financials, such as funds status, expenditures, obligations, and burn rates.

This position requires staff to be in-person at the DHS client site in Washington, DC (Anacostia metro station) and at additional locations in the National Capital Region as needed in accordance with the requirements of the contract five (5) days per week. Role functions may include:

  • Drafting and reviewing program office plans to support the Congressional budget process
  • Providing preparation, analysis, and entry of budget and financial data into relevant systems
  • Developing program office spend plans with leadership to support execution of a diverse set of acquisition, research, development, test, evaluation, training, sustainment, and operations activities
  • Monitoring and tracking funding, obligations, and schedules; utilizing financial databases and reports; providing financial analysis and presentations; supporting cost proposals and document financial processes. These activities may include monthly collection and analysis of technical and cost reports from funded contracts.
  • Researching options and providing recommendations and strategies regarding the use of different contract vehicles and strategic approaches to maximize the value of program office funding
  • Developing forecasts and sustainment plans for tracking and managing recurring expenses and recommending strategies and tools for optimizing these processes
  • Consulting on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances.
  • Assisting with the development and review of procurement packages to ensure accurate financial information and estimates are included
  • Providing professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
  • Serving as the primary office resource for expertise in DHS budgetary processes, timelines, and requirements
  • Supporting program office responses to taskers and other requests for information
  • Preparing briefings and talking points as necessary to inform leadership on the program office's budget
  • Maintaining and tracking action items, and participating in meetings


Required Qualifications

  • BA/BS + 10 Years of relevant experience or Master's +5 years of relevant experience
  • Eligibility to receive DHS Suitability.
  • SECRET clearance.

Desired Qualifications

  • Active DHS Suitability preferred
  • Advanced degree in finance or professional certification such as a CPA, CFP, or similar
  • Demonstrated experience providing financial management and support to programs and projects serving DHS Mission Areas.
  • Excellent written skills, communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience with project tracking, collaboration, and work management tools such as Excel, Sharepoint, PowerBI, and MS Teams.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Experience providing guidance, feedback, and consulting services to federal program managers or similar roles.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience supporting DHS components and agencies either operationally or through project management.
  • Experience developing effective communication materials such as presentations, memos, and project plans.
  • Familiarity or experience with the use of artificial intelligence tools for automating and optimizing processes and deliverables.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
