The purpose of this contract is to provide administrative support to the DMA in efforts to facilitate the United States fulfilling its CITES treaty reporting and permitting obligations.

As a Party to CITES, the United States is required to report its CITES trade annually. Parties that do not fulfill their reporting obligations are out of compliance with the treaty and the outstanding reports are indicated publicly on the CITES website. If a Party fails to report for three consecutive years, without adequate justification, the CITES Standing Committee will recommend CITES Parties not engage in any commercial trade in specimens of CITES-listed species with the delinquent Party until they have provided the missing reports. That includes specimens for the over 40,000 species afforded CITES protections.

CITES permits are paper-based and printed on security paper. Annually, United States Department of Agriculture and United States Customs and Border Protection submit over 12,500 permits to the DMA that contain trade data on CITES plants that are required to be entered into our annual reporting database for compilation and submission to the CITES Secretariat. Additionally, the DMA operates the CITES permitting program for the United States, which issues over 20,000 permits annually to support legal, traceable and biologically sustainable trade in wildlife.

Place of Performance: FWS headquarters building in Falls Church, Virginia.

Schedule: The secretaries shall be able to provide 8 hours of service a day between the hours of 6:00 am and 6:00 pm Eastern Time (start and end time of the 8-hours is TBD, pending conversation with the relevant FWS manager); 40 hours per week; 30 minutes lunch break

Period of Performance: The period of performance is March 20, 2026, to March 19, 2027, with 4 additional option years

Requirements:

• Public trust security clearance.
• Skill in resolving problems and issues, and in dealing with people in a tactful and personable manner, both on the phone, in writing, and in person.
• Attention to detail.
• Experience in quality control and assurance.
• Skill in navigating and working in electronic systems.
• Ability to adhere to privacy act and records retention requirements.
• Ability to learn and comply with ePermits procedures for entry and retrieval of data regarding permits and licenses.
• Ability to search records or guidelines.
• Skill in database entry and extraction, record keeping and tracking, and communication logs.
• Ability to maintain computer records, to conduct computer searches, and print computer reports.
• Skill in dealing with a wide range of people in a polite and tactful manner.
• Ability to perform repetitive tasks and manage high-volume workload.
• Data entry experience.
• Ability to do repetitive tasks with focus and minimal errors.
• Competency with Microsoft 365 applications (e.g. Word, Excel, PowerPoint, Outlook, OneDrive, and Microsoft Teams) and creating, organizing, analyzing, and presenting data.

Duties and Responsibilities Include but are not limited to the following:
• Answer and screen incoming telephone calls in a professional manner. Determine the nature of calls and refer the caller to the appropriate personnel or office.
• Record a written or electronic message if the requested person is not available. Answer routine customer questions, provide customer support, and personally respond and take for action any call related to office procedures or processes.
• The Contractor shall maintain telephone contact with other personnel in support of the Department, Division, Branch, or Program Office being supported. Receive, greet, and screen visitors. Determine the nature of the visit and direct the visitor(s) to the appropriate person. Maintain a log of all visitors.
• Provide staff and customers with accurate and complete information on the administrative support process, procedures, and documentation requirements. Researching policy and procedural guidelines and historical files to identify precedents for actions, to make recommendations concerning appropriate courses of action, and to prepare documents consistent with established standards, policy, instruction, or departmental guidance. The Contractor shall receive, type, make changes, and process documents.
• Documents shall be prepared in accordance with the Naval Correspondence Manual or associated guidance for specific forms.
