Program Manager

Professional Administrative & Management Support Services
Provides advanced-level project and program management support, including tracking project status, financial matters, and ensuring compliance with DOE guidelines. Conducts in-depth analysis of project costs, budgets, schedules, and deliverables. Interfaces directly with DOE-ID/HQ financial personnel, aids university funding, performs complex budget data comparisons (e.g., STARS vs. PICS: NE), and prepares comprehensive reports.
Place of Performance: Willow Creek Building in Idaho Falls, ID
Period of Performance: One base year with four optional years.
Schedule: 40 hours per week
Requirements:
• Bachelor's Degree in Business Administration, Project Management, Finance, or a related field + 5 years relevant experience. OR Equivalency: Associate's Degree + 7 years relevant experience; OR 9 years relevant experience. OR Master's Degree or Project Management Professional (PMP) certification can substitute for 2 years of experience.
• Required Skills: Excellent written and communication skills, working knowledge of word-processing and integrated software applications, management and organizational skills, and ability to perform detail-oriented work. Expert proficiency in project management methodologies and tools; advanced analytical and financial modeling skills; strong knowledge of federal budgeting processes and systems (e.g., STARS, PICS: NE); excellent report generation and presentation skills; advanced proficiency in Microsoft Office Suite (Excel, Project, PowerPoint).
• Desired Skills: Experience working in a DOE environment is preferred. Strong management and organizational skills, ability to read and interpret documents, knowledge of and proficiency with Microsoft Office Suite, demonstrated ability to work in a fast-paced environment, and a high level of comfort with multitasking and rapidly shifting priorities.
Duties and Responsibilities will include, but are not limited to the following:
• Serve as the primary point of contact between the Contractor and the Government’s Contracting Officer’s Representative (COR) for all contract-related matters.
• Receive, interpret, and implement technical direction issued by the COR within the scope and authority of the contract.
• Plan, manage, and oversee the execution of all Task Assignments, including staffing, scheduling, performance monitoring, and deliverable management.
• Ensure all work is performed in accordance with the contract, Task Assignment requirements, applicable regulations, and DOE quality standards.
• Monitor costs and labor hours to ensure performance remains within approved ceilings and funding limits.
• Review, approve, and submit required reports, including Monthly Technical Progress and Cost Reports, Quarterly Reports, and funding status notifications.
• Identify performance risks related to cost, schedule, staffing, or compliance and implement corrective actions as necessary.
• Ensure assigned personnel meet required qualifications, labor category definitions, and security clearance requirements specified by the Government.
• Ensure contractor personnel do not perform inherently governmental functions and notify the Contracting Officer if such risk is identified.
• Coordinate with Government stakeholders to support administrative, management, and program objectives across DOE-ID and supported DOE offices.
The Program Manager shall maintain full accountability for contract performance and ensure timely, high-quality, and compliant delivery of all required services and deliverables.
