JOB SUMMARY:
Genesis Consulting is seeking an experienced, forward-thinking Reporting Lead to lead reporting and analytics activities for a State Agency Legacy System as part of a broader modernization initiative. This role is responsible for assessing the current-state reporting environment, defining future-state reporting and analytics requirements, and contributing to the development of Request for Proposal (RFP) documentation for system replacement or modernization. The Reporting Lead will serve as the subject matter expert for reporting architecture, data consumption, and analytics strategy, working closely with project leadership, technical teams, and business stakeholders to ensure reporting needs are clearly defined, documented, and aligned with the State’s modernization objectives.
DUTIES AND RESPONSIBILITIES:
· Serve as the Reporting Lead for state agency legacy system modernization initiatives.
· Establish reporting and analytics vision, principles, and standards aligned with State objectives.
· Provide leadership and guidance on reporting architecture, data access, and analytics design.
· Collaborate with executive and business stakeholders to align reporting capabilities with program goals.
· Lead assessment and documentation of the existing reporting landscape, including:
· Standard, operational, and management reports
· Data sources, data flows, and dependencies
· Reporting tools, scripts, and custom solutions
· Facilitate workshops and interviews with stakeholders to understand reporting usage, pain points, and gaps.
· Identify redundancies, limitations, technical debt, and opportunities for improvement.
· Document reporting dependencies tied to legacy applications and technologies such as:
o C++, VB6, COBOL, and .NET applications
o Oracle and SQL-based relational databases
· Define future-state reporting and analytics requirements, capabilities, and success criteria.
· Support development of reporting architecture concepts that emphasize scalability, security, and usability.
· Assist in defining data, reporting, and analytics assumptions for modernization approaches.
· Ensure future-state reporting needs are vendor-neutral, clearly articulated, and traceable to business objectives.
MINIMUM QUALIFICATIONS/EXPERIENCE:
· 7+ years of experience leading reporting or analytics initiatives for enterprise systems
· Demonstrated experience assessing and designing reporting solutions in legacy environments
· Strong working knowledge of relational databases (Oracle and/or SQL Server)
· Experience with reporting solutions supporting applications built on C++, VB6, COBOL, and .NET
· Proven ability to translate business reporting needs into structured, procurement-ready requirements
Preferred Qualifications:
· Experience supporting reporting modernization initiatives in State or local government environments
· Experience contributing to RFP development or procurement activities
· Familiarity with data governance, security, and compliance considerations in public-sector reporting
· Experience collaborating with project managers, architects, and business analysts
· Strong facilitation and stakeholder engagement skills
MINIMUM EDUCATION:
· Bachelor’s Degree in Information Systems, Data Analytics, IT or related field. Master’s Degree preferred.
