Duties
Help
  • Provides comprehensive assistance, information, and referral to victims of sexual assault and sexual harassment, offering advocacy and educational services to service members, family members, DoD civilians, and contract personnel, when authorized.
  • Conducts advocacy support, safety assessment and planning, and needs assessment for adult victims of sexual assault, providing a non-clinical response that is trauma-informed and recovery-oriented.
  • Assists in training and outreach sessions for diverse stakeholders and local populations, providing information about SHARP policies, procedures, reporting options, and other pertinent topics delegated by the SARC or Lead SARC.
  • Assists with conducting in-depth analysis of sexual assault and sexual harassment incident data, including trends in reporting, demographics, case outcomes, and other relevant metrics
  • Maintains contact with clients through follow-up support for ongoing needs related to coping with harassment and assault incidents.
  • Conducts safety planning and initiates the notification process with agencies such as law enforcement, safe shelters, and command to ensure safety and well-being for the victim, affected Family members and the community.
  • Obtains safe and confidential assistance, safety planning, protective orders, review of prevention, identification, reporting, investigations and assessments, intervention, and treatment services for victims of sexual harassment and sexual assault.
  • Assists with conducting in-depth analysis of sexual assault and sexual harassment incident data, including trends in reporting, demographics, case outcomes, and other relevant metrics.

  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • Must be able to obtain and maintain DoD Sexual Assault Advocate Certification Program (D-SAACP) within 6 months from the starting date of the appointment.
  • Must be able to obtain and maintain access to Catch a Serial Offender (CATCH) Program, Defense Sexual Assault Incident Database, and Integrated Case Reporting System (ICRS).
  • Must be able to obtain and maintain a Secret Clearance, in accordance with DoDI 6495.03 investigation requirements.
  • May serve in an "on call" duty status outside of normal work hours that include remaining in a reasonable call back radius, carrying a cellphone, staffing the 24/7 support line duty as needed.
  • Required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors.
  • Expected travel for this position is up to twenty-five percent (25%) of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement:
Bachelor's Degree (Or Higher): In behavioral or social science; or related disciplines appropriate to the position. (You must submit a copy of your transcripts).

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (You must submit a copy of your transcripts).

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes the following tasks: 1. Providing guidance on program policies and objectives; 2. Providing comprehensive assistance and liaison to victims of sexual assault and sexual harassment; AND 3. Providing advocacy and educational services to service members, family members, and/or civilians.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: behavioral or social sciences. (You must submit a copy of your transcripts).

OR

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must submit a copy of your transcripts).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Special Note for Military Members - MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement.

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS to CONUS and two years or more have passed, your time served in the OCONUS area will be reset upon accepting this assignment.

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
