Duties

- Performs technical supervisory duties as a Rigger (Motor Vehicle Operator/Forklift Operator) Leader.

- Performs daily aerial delivery rigging operations and parachute rigger support.

- Repairs, modifies, rebuilds and inspects a variety of parachute types and associated equipment in accordance with established technical guidelines.

- Fabricates various aerial delivery load platforms and components from blueprints, samples, or specific measurements.

- Operates a variety of Material Handling Equipment (MHE). Uses vehicles including forklifts up to15,000 and less than 168 inches. Utilizes safety practices and procedures following established safety rules and regulations and maintain a safe work environment.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Must be a certified graduate of U.S. Army Quartermaster Parachute Rigger Course (Phase 1), L9AZA2T251-00AA.
  • The employee must attend the agency Parachute Rigger Course within 6 months of appointment unless employee has previously completed the course.
Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5200 Miscellaneous Occupations Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a RIGGING (MVO/FLO) LEADER without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of established rigging trade practices and techniques to select and install weight-handling gear used in lifting, moving, air dropping, and positioning a variety of large and heavy objects.
  • Ability to determine and apply accepted aerial delivery load requirements using standard shop mathematics, fractions, equations, and measurements, tools and tool control procedures. Ability to move light- to heavy-weight objects and the use of hand and electric tools in the build-up and breakdown of airdrop platforms.
  • Ability to interpret and communicate technical orders and other published guidance; follow checklists and apply accepted safety regulations, practices, and procedures related to the occupation. Ability to operate motor vehicles such as crane trucks, forklifts, flatbed trucks, and other vehicles of various sizes and capabilities; including performing routine vehicle maintenance.
  • Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge team members; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
  • Knowledge of a variety of materials including most regularly used fabrics and materials such as wool, nylon, canvas, webbing, leather, vinyl, fiberglass, rubberized cloth, various threads, tapes, lines, and hardware; skill to interpret patterns, drawings, and easily understood blueprints and layout patterns with a number of pieces that must be matched; cut out parts from single or multiple layers of material; and make adjustments to assure desired fit; including knowledge of arithmetic and fractions to calculate pattern measurements.
  • Ability to operate, clean and perform operator maintenance on lightweight, medium, and heavy-duty sewing machines; and use such tools and equipment as wire brushes, drills, soldering irons, mallets, die sets, fabric cutters, and fabric welding machines.

  • PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Routine heavy lifting and carrying (45-79 pounds) when handling, loading, and unloading cargo or equipment. Both hands are required. Work requires effort in reaching, bending, turning or moving hands, arms, feet and legs to operate vehicles and equipment. Hours of standing are more than 2 hours per day. Hours of kneeling are one to two hours per day. Hours of repeated bending are one to two hours per day. Routine climbing, use of legs and arms is required. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing must meet H1 hearing profile in applicable regulations. Mental and emotional stability required. If it can be otherwise accommodated, a specific physical condition or impairment will not automatically disqualify a candidate.

    WORKING CONDITIONS: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. The employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders or equipment, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, toxins, or fumes from vehicles or aircraft. Intermittent excessive noise. Required to wear protective clothing such as steel-toed safety shoes, ear plugs/headsets, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. Works around moving objects or vehicles and works closely with others.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
