IT PROGRAM MANAGER (PLCYPLN)

Duties

• You will manage information systems resources including responsibility for development and management of networks, telecomm, database administration, system analysis, design and programming equipment operations for the entire shipyard.
• You will provide advice on integrating IT programs with other programs of equivalent scope and complexity throughout the shipyard.
• You will be responsible for IT program management, mission advocacy, planning, coordination, and management of the IT and cyber security program.
• You will serve as technical expert and advisor to senior level executives on matters relating to IM/cyber security requirements and problem areas.
• You will anticipate trends in the marketplace regarding technology and meet an inherent responsibility for keeping the Command in the forefront of technology.
• You will direct the implementation or modification of management information systems to conform to changing research and development, maintenance control, and logistical concepts.
• You will accomplish special tasks, studies, and requirements in support of the mission.
• You will develop, acquire, and allocate resources to accomplish mission goals and strategic objectives.
• You will formulate, justify, and executing the budget.
• You will provide consultation and technical guidance in application of existing and emerging technologies and methodologies.
• You will identify requirements, plan for, organize, and distribute authorized personnel resources.
• You will prepare and present justification for organization structure, manpower, and personnel requirements to accomplish assigned mission functions.
• You will assist employees in improvement of performance and keeps them informed of policies, personnel, and other management programs.

• This is a Cyberspace Workforce position, work role code 732, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience in the coordination and accomplishment of multiple tasks/projects requiring substantial analysis, organization, and coordination;
• Experience developing and interpreting policies and requirements in a manner that ensures confidentiality, integrity, and availability of systems, networks, and data;
• Experience in enterprise IT architecture to design, develop and manage systems that apply and extend, enhance, or optimizes the existing architecture;
• Experience in assessing the impact of forecasted changes in technology and business requirements on the command's long-range IT investments plans and recommending appropriate changes to plans and strategies;
• Experience in collective bargaining and skill in negotiating program implementation and change;
• Experience solving problems of a novel or complex nature and use tact and resourcefulness in dealing with all levels of command.
