Proposal Manager

Position Summary:
The Proposal Manager is responsible for leading and managing the full lifecycle of proposal development in response to SteelGate's strategic bid & proposal efforts. This role ensures the timely delivery of compliant, compelling, and high-quality proposals by coordinating cross-functional teams, managing schedules and milestones, facilitating color team reviews, and overseeing writing, editing, and desktop publishing activities. The Proposal Manager serves as the central point of accountability for the proposal process. This includes the quality, compliance and timely submission of the proposal response starting from pre-RFP activities through kickoff and final submission.
Minimum Requirements:
• A minimum of five (5) years of experience in a fast-paced small business environment successfully leading and winning complex and competitive proposals.
• Demonstrated experience leading and winning proposals ranging from $10M - $300M.
• Exceptional organizational, leadership and time management skills are a must.
• Strong written and verbal communication skills and ability to lead under tight deadlines while maintaining attention to detail and a focus on compliance.
• Experience creating and writing proposal content for use in proposal responses (executive summaries, management approaches, staffing plans & past performance narratives).
• Experience with editing, desktop publishing and graphic development tools.
• Must be a U.S. Citizen
Key Responsibilities:
• Lead the end-to-end proposal development process, from RFI/RFP/RFQ release through submission and post-submission activities.
• Develop and maintain the proposal schedule, outline, compliance matrix, writing shells and production plan.
• Conduct early engagement win theme sessions, proposal kickoff meetings and daily stand-ups to ensure alignment and proposal development progress.
• Ensure strict adherence to solicitation requirements, evaluation criteria, and submission instructions.
• Identify and mitigate risks or gaps that could impact proposal quality, compliance, or schedule.
• Plan, coordinate, and facilitate color team reviews (Pink, Red, Gold, White Glove, etc.).
• Prepare review materials, evaluation criteria, and reviewer guidance aligned to customer requirements.
• Capture, adjudicate, and track resolution of reviewer comments to closure.
• Ensure incorporation of discriminators, win themes, and evaluator-focused messaging throughout the proposal.
• Manage cross-functional proposal support teams including BD, capture managers, technical leads, pricing, contracts, HR, SMEs, partners, consultants, writers, editors, and graphic designers.
• Assign writing responsibilities and monitor progress against deadlines.
• Provide direction and coaching to contributors to strengthen proposal messaging and responsiveness.
• Serve as the communication hub between leadership, capture, and technical teams.
• Oversee final production, packaging and submission (electronic and/or hard copy).
• Conduct final compliance and quality checks prior to delivery.
• Maintain proposal archives, templates and lessons learned documentation.
Additional Desired Qualifications
• Experience developing proposal graphics using industry-standard tools (Adobe InDesign, Illustrator, Photoshop etc.)
• APMP Certification (Foundation or Practitioner).
• Bachelor's degree in a related field (Business, Marketing, Communications, English etc.)
• Familiarity with CMMC, ISO 9001 and CMMI
• Shipley Proposal Methodology training
