Position Overview

The Rehancement Group, Inc. (TRG) is seeking an experienced Program Manager to support Headquarters-level operations by leading and coordinating multiple project management efforts across a diverse portfolio of federal contracts.

This role serves as a senior-level program and project management professional responsible for overseeing concurrent initiatives, ensuring contractual compliance, managing performance, and supporting Government stakeholders at the executive and program levels. The Program Manager operates in a dynamic, multi-contract environment and acts as a trusted partner to Government customers and TRG corporate leadership.

The Program Manager will report to and work directly with TRG Headquarters leadership, including the Chief Operating Officer (COO), and will collaborate closely with Vice Presidents (VPs) to support operational execution, contract performance, strategic planning, and growth initiatives across the company's federal portfolio.

Location: National Capital Region (NCR)

Work Status: Onsite / Hybrid (as contract and Headquarters requirements dictate)

Hours of Operation: 07:30 AM - 05:00 PM (ET), Monday through Friday

Employment Type: Key Personnel - Corporate / Contract Program Support

Citizenship: U.S. Citizen (required)

Security Clearance: Ability to obtain and maintain a U.S. Government security clearance, up to and including Top Secret (TS)

Key Responsibilities:

  • Manage and oversee multiple project and task-level efforts across TRG's Headquarters and corporate contract portfolio.

  • Apply industry-standard program and project management methodologies to plan, execute, monitor, and control contract deliverables.

  • Serve as a primary interface with Government program officials, contracting officers, and other stakeholders.

  • Coordinate closely with TRG HQ leadership, including the COO and VPs, to align program execution with corporate priorities and strategic objectives.

  • Own overall contract performance, ensuring delivery meets or exceeds contractual requirements, quality standards, and customer expectations.

  • Manage and support Contractor Performance Assessment Reporting System (CPARS) activities, including performance tracking, documentation, Government engagement, and response coordination to achieve strong CPARS ratings.

  • Identify, plan, and execute organic growth opportunities within existing contracts, including scope expansion, task order growth, and follow-on work.

  • Support TRG's Strategy & Development Team by contributing to capture planning, solution development, and proposal efforts for new business and recompete opportunities.

  • Ensure projects are executed in accordance with contractual requirements, schedules, budgets, and performance metrics.

  • Identify program risks, issues, and dependencies across contracts and implement mitigation strategies.

  • Develop, review, and deliver project plans, schedules, status reports, briefings, and executive-level deliverables.

  • Coordinate internal TRG resources and subcontractors to ensure alignment with program objectives and performance expectations.

  • Support governance, performance management, and continuous improvement initiatives.

  • Ensure compliance with federal policies, security requirements, and agency-specific procedures.

  • Provide leadership, mentorship, and guidance to project managers and support staff, as applicable.


Availability Requirement:

  • The Program Manager must be available to Government and corporate stakeholders during normal business hours between 07:30 AM and 05:00 PM (ET), Monday through Friday.

  • The Program Manager must be able to attend Headquarters meetings virtually and onsite in Fairfax, Virginia, as required.

  • The Program Manager must be able to respond to Government or corporate inquiries related to program execution, risk management, or issue resolution within established contractual response times.


Required Qualifications:

  • U.S. Citizenship is required.

  • Master's degree from an accredited institution is required.

  • Minimum of 15 years of professional experience supporting the Department of Defense (DoD) or the Department of Homeland Security (DHS) is required.

  • Current Project Management Professional (PMP) certification issued by the Project Management Institute (PMI) is required.

  • Demonstrated experience managing multiple projects or task orders simultaneously, preferably across multiple contracts is required.

  • Must be located in the National Capital Region (NCR) is required.

  • Ability to successfully obtain and maintain a U.S. Government security clearance, up to and including Top Secret (TS) is required.

  • Strong written and verbal communication skills, including experience briefing senior Government leadership is required.

  • Demonstrated ability to work effectively in a Headquarters or enterprise-level environment is required.


Preferred Qualifications:

  • Prior honorable military service.

  • Experience supporting federal Headquarters organizations.

  • Experience managing programs spanning multiple customers, contracts, or mission areas.

  • Familiarity with federal acquisition, contracting, and performance management environments.
