In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge, skills, practices, and methods of C2 programs, out of the ordinary situations critical to the 613 AOC/AMD's mission. Conduct assessments/projects/studies in readiness levels at recovery sites and budgeting guidelines (people, money, and equipment), provide analytical findings, and propose recommendations and solutions. Broad knowledge of peace-time, contingency, and crisis-action planning to deal with varied levels of air mobility operations in the PACOM Theater. Knowledge in planning and coordinating various air mobility scenarios with air mobility entities and international organizations located throughout the world in order to plan, organize, and accomplish the varied, and often times critical operational requirements of PACOM. In-depth knowledge of air mobility organizations, staff directorates, and personnel working within USTRANSCOM, USPACOM, AMC, and PACAF. Understand how they interface and integrate into C2 operations, mobility flying units, enroute logistical support organizations, foreign governments, and liaison personnel assigned to US Embassies located throughout the USPACOM Theater.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

- Plans, directs, manages, coordinates, and executes activities of aircraft logistics, including Maintenance, Transportation, and Supply support for recovery of Pacific Air Force (PACAF) assigned/gained air mobility weapon systems.
- Establishes and implements processes to determine sources of supply, manpower, transportation, and funding to execute the organization's mission.
- Develops, organizes, and maintains status of personnel, equipment, and supplies deployed in support of aircraft recovery.
- Provides reports, briefings, and metrics reflecting maintenance status of all PACAF assigned and gained air mobility aircraft as directed.

- This position id designated as a key position IAW AFI 36-507. The employee must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- Former logistics technician with 15 years of experience in logistics, maintenance, supply, and/or transportation experience working in Air Operations, Command Center-type environment preferred.
- Disclosure of Political Appointments
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
- The employee must be able to work under pressure for varying periods of time, rotating shifts, and overtime as dictated by mission requirements and/or supervisor.
- Extended shift work may be required during contingency operations as determined by the supervisor; augmenting the Battle Staff may also be required.
- The employee may be required to maintain positional certification commensurate with their applicable series and successfully complete all certification required by Major Command guidance. This may include attending Initial (con't)

- Knowledge of mobility airlift operational concepts, weapon systems, policies, principles, practices, procedures, objectives and applicable Command and Control (C2) directives and instructions to make independent decisions and provide sound recommendations to effectively plan, schedule, govern, manage and direct global airlift mobility missions. Knowledge of mobility airlift operational functions and interrelationships with PACAF staff, AMC, PACAF Mission Support and Maintenance Groups, including their respective units, and PACAF-gained Air National Guard airlift units; Knowledge of flight line policies and regulations governing production operations and production control.
- Knowledge of and skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues related to mission execution and reporting functions in support of current, immediate, or pending airlift missions.
- Technical knowledge and ability to work/manage a wide variety of web-based tools such as GDSS, ES-S, IGC, and GATES to monitor, update, manipulate, and promul gate recovery and logistics support data, for visibility to higher headquarters and affected units. Knowledge of the types of machines and equipment used to support aircraft repair actions.
- Collect and organize data and communicate effectively both orally and in writing, which includes organizing/briefing senior command staff preparing a variety of written reports with substantive findings and recommendations. Routinely, communicates with wing senior leaders (O-5s, O-6s) both electronically and orally. Ability to solve multiple problems and recognize the various details involved in order to establish facts, and take necessary actions to develop alternate courses of action to successfully accomplish the mission. Ability to work multiple tasks in a high stress, high operations tempo environment and be able to rapidly respond to situations in a timely manner.
- Understand manufacturing terminology, data and standards, then relate them to the appropriate control projects assigned.
- Observe recovery operations and determine whether schedules are being followed, and be able to identify the causes for delays in recovering the mission.
