IDEAL CANDIDATE: The ideal candidate has knowledge in civilian personnel management principles, concepts, and practices, knowledge of alternate personnel systems, such as Acquisition Demonstration and Laboratory Demonstration projects Familiarity with the Air Force and Commands mission, organizational structure, policies, procedures, and practices sufficient to perform complex assignments. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions Demonstrated ability to effectively manage and organize complex programs and tasks Exceptional communication skills (both written and oral): Able to clearly and concisely articulate complex ideas to diverse audiences.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include providing expert management advisory service in a wide range of civilian human resources management areas. Ability to analyze, research, develop and recommend new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying the full range of civilian personnel management principles, concepts, practices, and analytical techniques for assigned programs.
2. Knowledge of alternate personnel systems, such as Acquisition Demonstration and Laboratory Demonstration projects, to analytically project impacts on personnel programs across the enterprise and effectively integrate functional components of personnel management.
3. A broad understanding and detailed knowledge of the Air Force and Commands mission, organizational structure, management policies, procedures and practices sufficient to perform complex assignments related to high visible Air Force programs, projects and initiatives.
4. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex issues and the development of concrete action plans.
5. Ability to express ideas and concepts and communicate effectively, orally and in writing, using an appropriate level of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Participates in special projects and initiatives and performs special assignments for the demo programs assigned.
- Provides direction, guidance and management of assigned demo programs and initiatives, and advises leadership, management officials, installation specialists and employees regarding legal and regulatory requirements and or entitlements.
- Develops procedures and guidance to determine the quality of programs and status of initiatives.
- Prepares necessary correspondence, documentation and reports related to assigned demo programs and duties.
