Description of Duties:
We are seeking a detail-oriented and proactive Senior Subcontracts Administrator to manage and administer a portfolio of subcontractors supporting Amentum's Missile Defense Division. This role ensures subcontracting activities are executed in compliance with federal regulations, corporate policies, and contract requirements while supporting the delivery of mission-critical services.

The Senior Subcontracts Administrator supports the Missile Defense Agency (MDA) under the Integrated Research and Development for Enterprise Solutions (IRES) contract and is responsible for the full lifecycle management of complex, high-value subcontracts.

The candidate will be responsible for the following:

Subcontract Management:
  • Perform as a proactive subject matter expert overseeing the full lifecycle of complex subcontracts, requiring advanced knowledge of FAR and DFARS, strategic sourcing, risk mitigation, and technical collaboration.
  • Determine appropriate solicitation methods and contract types for a broad range of requirements.
  • Serve as a business advisor to task order teams and project leadership.
  • Continuously assess existing processes and recommend improvements related to compliance, efficiency, risk mitigation, and sound business practices.
  • Conduct market research to support subcontracting decisions.
  • Analyze and evaluate task order and subcontractor proposals and negotiate deviations related to scope, schedule, and terms and conditions.
  • Act as the primary point of contact interfacing with subcontractors and internal project leadership.
  • Conduct cost and price analysis and provide supporting justification for subcontract awards.
  • Monitor subcontract performance and status to identify the need for amendments, extensions, or modifications.
  • Prepare subcontract modifications, including additions, deletions, and formal documentation of subcontractor communications.
  • Establish, negotiate, and administer subcontracting instruments such as Master Service Agreements and Basic Ordering Agreements.
  • Develop subcontract requirements documents with clearly defined objectives, outcomes, and deliverables.
  • Perform formal closeout of subcontracts upon project completion.
  • Maintain effective communication to ensure timely execution of subcontract actions.

Performance Monitoring:
  • Administer subcontracts to ensure all requirements are performed in accordance with statements of work and delivery schedules.
  • Maintain positive and productive business relationships with subcontractors.
  • Provide dispute resolution support as required.

Compliance and Record Keeping:
  • Maintain subcontract files in accordance with Subcontracts Policies and Procedures to support internal and external audits.
  • Ensure final contract documents accurately reflect negotiated agreements.
  • Regularly review FAR and DFARS requirements to ensure ongoing compliance with applicable government regulations.

The successful candidate will:
  • Demonstrate the ability to perform tasks with minimal guidance and under tight timelines while managing shifting priorities.
  • Be responsive, flexible, organized, and detail oriented.
  • Be a highly motivated self-starter capable of working independently and collaboratively.
  • Possess strong written, verbal, and interpersonal communication skills.
  • Understand contractual risks and apply that understanding during subcontract negotiations.

Minimum Qualifications:
  • Must be a U.S. Citizen
  • Must have an active DoD Secret Security Clearance
  • Must have 10 or more years of general full-time professional experience. Advanced education may reduce this requirement.
  • Must have 5 or more years of directly related experience in government contracting.
  • Must have demonstrated recent experience working with FAR and DFARS in contract or subcontract administration.
  • Must have working knowledge of multiple contract types, including IDIQ, CPIF, T&M, and firm-fixed price contracts, with demonstrated ability to interpret and execute federal regulations.
  • Must be proficient in Microsoft Word, PowerPoint, Excel, and SharePoint.

Desired Qualifications:
  • Experience developing contract or subcontract requirements with limited or no prior acquisition history.
  • Demonstrated experience developing process improvements and new processes for contract or subcontract management portfolios.

Compensation:

Salary Range: $120,000 - $140,000 annually. Final compensation is based on experience, education, and directly relevant certifications.
