CSCI is a Woman-Owned Small Business seeking an experienced, intricately motivated Junior Construction Manager - Secure Facilities & Infrastructure to support secure facility construction and infrastructure projects by coordinating schedules, documentation, contractors, and compliance requirements while ensuring construction activities align with operational, safety, and security standards. The Junior Construction Manager serves as a supporting secure facility construction, renovation, and infrastructure projects. Provide hands-on coordination and oversight across the planning, execution, and closeout phases, ensuring compliance with government construction standards, safety requirements, and secure-facility protocols. Assist senior construction leadership by tracking progress, identifying risks, coordinating stakeholders, and maintaining accurate project documentation to strengthen project delivery and facility readiness.

This position is on-site, Monday-Friday in Springfield, VA.

Responsibilities

The Junior Construction Manager primarily responsibilities include but not limited to:
  • Assist in planning, coordinating, and executing construction, renovation, and infrastructure projects within SAP/SCI and other controlled environments.
  • Support the development and maintenance of construction schedules, phasing plans, cost tracking, and documentation.
  • Coordinate contractor access, escorts, badging, and work-hour constraints in secure facilities.
  • Review drawings, specifications, submittals, RFIs, and change requests for accuracy, compliance, and constructability.
  • Monitor construction progress and quality; identify risks, delays, or deficiencies and escalate to senior leadership with recommended solutions.
  • Ensure construction activities comply with applicable government standards, building codes, safety regulations, and secure-facility requirements.
  • Maintain a "ready-for-inspection" posture for construction areas, documentation, and facility conditions.
  • Support inspections, walkthroughs, punch lists, and project closeout activities.
  • Coordinate with security, IT, facilities, and operations teams to minimize mission impact during construction.
  • Maintain accurate project records, meeting minutes, lessons learned, and as-built documentation.
  • Be responsive to changing priorities, operational needs, and customer requirements.

Skills - Minimum of 3-5 Years Experience

Required Qualifications:
  • US Citizenship is required.
  • Current Top Secret Clearance.
  • High School diploma.
  • 3-5 years of related experience supporting construction, facilities, or infrastructure projects.
  • Work with minimal supervision.
  • Working knowledge of construction sequencing, drawings, schedules, and contractor coordination.
  • Exposure to SAP, SCI, DoD, IC, or similarly controlled environments is a plus.
  • Construction Safety or OSHA training.
  • Familiarity with secure facility construction standards (ICD 705, DoDM 5205.07, or equivalent).
  • Basic project management or construction management coursework or certifications (e.g., PMP coursework, CCM fundamentals, or equivalent.
  • Able to work flexible shifts in order to complete the mission.
  • Working onsite Monday - Friday.

Preferred Qualifications:
  • Relevant military or government facilities/construction experience.
  • Experience in secure, government, or mission-critical facilities.
  • Additional coursework or education in construction management, engineering, facilities, or security.

Experience Levels:

LEVEL1 - requires a minimum of 3 years related experience
LEVEL2- requires a minimum of 5 years related experience.
LEVEL 3 - requires a minimum of 8 years related experience.
LEVEL 4 - requires a minimum of 10 years related experience.

Minimum Clearance:
Applicants are required to have, at a minimum, a TOP SECRET (TS) clearance. Candidate must be eligible for TS/Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.

Compensation
Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it's just one component of CSCI's total compensation package.
Salary Range
$73,000 - $105,000 /Yr.
