Overview
GovCIO is currently hiring for a Business Analyst t o join our team. The ideal candidate must be able to work independently with minimal supervision. This position is fully remote within the United States with core hours of operation from Monday to Friday 8 am to 5 pm ET.
Responsibilities
We are seeking a Business Analyst to support the Department of Veterans Affairs Health Portfolio within the DEAN Product Line. The successful candidate will support full life-cycle management of requirements and specifications. The role will be responsible for supporting multiple project-level initiatives as well as maintenance of the backlog for the assigned products.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Responsibilities
We are seeking a Business Analyst to support the Department of Veterans Affairs Health Portfolio within the DEAN Product Line. The successful candidate will support full life-cycle management of requirements and specifications. The role will be responsible for supporting multiple project-level initiatives as well as maintenance of the backlog for the assigned products.
- Able to function as subject matter expert in order to collect complete and accurate business requirements from business SMEs by means of interviews, workflow analyses and facilitated discussions.
- Lead and support cross-functional teams and requirements.
- Understand the client's business issues and challenges.
- Translate users' business need into detailed epics, user stories, and requirements.
- Analyze, review, and document the requirements of a project throughout the lifecycle.
- Complete functional analysis of requirements as needed.
- Conduct research, analyze information needs, and perform analysis to support the delivery of relevant artifacts including business process diagrams, reports, and presentations.
- Create and present functional and technical requirements to business and IT teams and write user stories and acceptance criteria, including screen mock-ups, workflows, etc.
- Discover functional dependencies and help make recommendations on system/business solutions to mitigate risk.
Qualifications
Required Skills and Experience
- Bachelor's degree in engineering, or a related scientific or technical discipline is required plus 10 years experience.
- 8 additional years of experience may be substituted for a degree.
- Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
- Ability to work independently in a dynamic, collaborative, and results-driven environment with minimal guidance and supervision.
- Ability to build and manage client and professional relationships at all levels.
- Familiarity with Agile/SAFe methodology.
- Powerful problem solving, applied reasoning, and analytical skills; experience translating analysis into clear recommendations and concrete action steps for diverse audiences.
- Strong verbal and written communication skills, including reports and presentations.
- Must be a team player, able to take on additional and sometimes unrelated BA duties.
Preferred Skills and Experience
- Proficiency in Microsoft Office Suite and Jira.
- Current Public Trust and VA access.
- Prior experience supporting the Department of Veterans Affairs (VA) or other Government agency.
- Experience with PowerApps / Citizen development experience desired.
