Project Details / Mission Supported:
Lead the planning, design, and execution of ICAM strategies to support the programs shift toward a  Zero Trust framework. This role ensures that identity becomes the new security perimeter, moving away from network-based trust to a model of "Never Trust, Always Verify" for every user, device, and application.

Core Responsibilities:
• Lead the implementation of ICAM capabilities (person and non-person entities) in accordance with the DoD Zero Trust Strategy and the NIST 800-207 framework.
• Develop and enforce dynamic access control policies based on the principle of Least Privilege and Separation of Duties (SoD).
• Oversee automated provisioning, de-provisioning, and annual recertification processes (e.g., automating DD Form 2875 workflows).
• Manage the deployment of phishing-resistant Multi-Factor Authentication (MFA), including Common Access Card (CAC) integration and derived credentials for mobile platforms.
• Transition the organization from static Role-Based Access Control (RBAC) to dynamic ABAC, utilizing real-time trust attributes like security clearance, location, and device health.
• Coordinate with DISA to manage federation hubs, ensuring seamless and secure identity sharing across DoD components and mission partners.
• Integrate IAM solutions with Security Information and Event Management (SIEM) tools to perform real-time identity analytics and detect insider threats.

Required Qualifications:
• Active Secret and able to pass T5 investigation.
• Active Security+ certification
• 5–10+ years in enterprise IAM/ICAM, with at least 3+ years specifically supporting federal or DoD Zero Trust initiatives.
• Hands-on experience with identity governance tools (e.g., SailPoint, Okta, ForgeRock) and cloud-native identity services (e.g., Microsoft Entra ID).
• Deep understanding of the Risk Management Framework (RMF)
  
Onsite expectation: 100% Remote on EST hours (Unless local to the Norfolk, VA area then it would be hybrid)
Duration : 6 months contract to hire
Clearance Level: Active Secret clearance and eligibility to pass T5 investigation
Pay range hourly: $65 - $80 per hour contingent upon experience
Pay range upon conversion: $140,000 - $165,000
