  • You will serve as the primary Navy Safety, Occupational Health, and Environmental Director for the Command.
  • You will plan and review work to be accomplished and provide overall direction of the Navy Safety, Occupational Health, and Environmental Program Department (Code 106).
  • You will provide guidance to detachments regarding standardized performance standards, and any position descriptions changes.
  • You will serve as the technical expert in specialized areas related to environmental, fire safety, occupational safety and health issues for Forward Deployed Regional Maintenance Center (FDRMC).
  • You will provide guidance to leadership and detachment Code 106 staff on FDRMC environmental, occupational safety and health policies and procedures in the effective implementation of environmental, safety and health oversight functions.
  • You will conduct risk assessments of tasks assigned to FDRMC personnel.
  • You will be responsible for overall environmental program management such as but not limited to hazardous material management, regulated waste management, storm-water pollution prevention, and air permit compliance.
  • You will conduct unplanned event/mishap investigations and completes a detailed report for the Command.
  • You will be responsible for investigating unsafe/unhealthful reports and ensuring proper notification, documentation, and abatement is accomplished.
  • You will be responsible for coordinating Industrial Hygiene (IH) surveys for the command with Branch Medical.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Serving as the Command Director (Program Manager) of all assigned Occupational Health and Safety teams throughout the organization.
2) Providing environmental, safety, and health guidance to employees and performing a wide range of duties (such as audits and inspections) to ensure organizational-wide compliance with environmental, occupational safety and health laws and regulations promulgated by federal, state and local government entities.
3) Researching and implementing the latest changes/developments of policy throughout the entire organization.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

OTHER CONDITIONS OF EMPLOYMENT:

Leadership and oversight responsibilities of this position require significant and extensive coordination and integration with managers and leadership over several program segments and locations involving technical, managerial, and administrative work comparable in difficulty to the GS-13 level. Supervision and resource management at this level involves major recommendations and actions, which have a direct and substantial effect on the organization and projects managed. As the FDRMC Safety, Occupational Health, and Environmental Director, the incumbent is responsible for the efficient and economical performance of all Code 106 departments within the command. Recommends changes on matters related to organization, function, responsibility and authority for various aspects of the Department's programs, including those affecting other Departments within the Command.

1. This position is Non-Critical Sensitive and requires a Secret level of security clearance.
2. This position requires successful completion of a pre-employment medical examination as a condition of employment.
3. Employee may be required to travel up to 25% within/outside CONUS and on ships underway as well as to/from detachment commands in Rota and Bahrain for internal inspections and oversight.
4. This is a Mission Essential Position. A position may be designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42, "Defense Continuity Plan Development," dated February 17, 2006, certified as current as of October 29, 2019, and any other component-unique policies or definitions. Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity. Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission. This position is not E-E, or Key.
