Duties

  • You will oversee overall security support of the command's Sensitive Compartmented Information Facility (SCIF) as the command's Special Security Officer (SSO).
  • You will ensure all records and files are current and maintained in accordance with Department of Defense (DoD) regulations, Executive Orders (E.O.), and Intelligence Community Directives (ICDS).
  • You will conduct periodic inspections of the areas within and surrounding the SCIF in order to detect unauthorized penetrations or modifications to the physical boundaries.
  • You will serve as the official channel for certifying and receiving SCI visitor clearances/access.
  • You will conduct background checks, interviews and creates required memoranda in order to develop and submit ICD 704 compliant interim SCI Access requests.
  • You will conduct pre-employment and foreign contact interviews, creates Intelligence Risk Assessments (IRAs), Statements of SCI Responsibility (SOSR), and citizenship certification memoranda.
  • You will plan, recommend the installation of, periodically tests, and perform routine maintenance on multi-layered security systems.
  • You will manage the SCIF at FNMOC and provide Special Security Officer (SSO) oversight to other local commands under the Memorandums of Agreement.
  • You will serve as approval authority for Army/Navy/Air Force Joint Worldwide Intelligence Communications Systems (JWICS) Full Service Directory (FSD) registration for FNMOC personnel.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • SPeD certification must be obtained within 24 months of assuming the position. SPeD certification's must be maintained and undergo renewal process every two years in accordance with the SECNAVINST 5500.38.
  • Failure to obtain and maintain this condition of employment for SPeD certification could result in disciplinary action and/or removal from employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying knowledge of security and Intelligence based websites such as Defense Information System for Security (DISS), Central Intelligence Agency (CIA) Scattered Castles, Repository, DOD Foreign Clearance Guide (FCG), Department of Defense Intelligence Information System (DODIIS), Remote Message Traffic (RMT), DOD Aircraft and Personnel Automated Clearance System (APACS), Personnel Recovery Mission Software PRMS) and Defense Travel System (DTS);
  • Experience applying technical aspects of security and intelligence operations;
  • Experience applying security concepts, principles and practices to review, analyze and resolve difficult and complex security problem;
  • Experience interpreting/applying SCI policy issuances to operating requirements and development and to respond to problems or questions involving the implementation of SCI guidelines;
  • Experience analyzing and resolving unforeseen security problems associated with SCI programs;
  • Experience overseeing and directing the construction and accreditation of a DOD SCIF utilizing policy guidance outlined in established directives;
  • Experience representing the command in high level planning conferences and to meet and deal with a variety of military, civilian engineers, scientists and program management personnel.

Education

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR

Ph.D. or equivalent doctoral degree O R
3 full years of progressively higher level graduate education leading to such a degree OR
LL.M., if related.
