Director, Product/Portfolio Governance
Function: Program Executive Office, Defense Healthcare Management Systems (PEO DHMS)
Location: Onsite in Rosslyn, VA (5 days per week)
Reports To: Deputy Program Executive Officer (Deputy PEO DHMS)
Position Summary
The Director supports the Defense Healthcare Management Systems (DHMS) Program Executive Office and serves as a Chief of Staff-style leader for the Executive Office. This role helps senior leaders run the organization more effectively by improving governance, organizational structure, and how executive meetings drive decisions.
This position is ideal for someone who has worked in a software- or product-driven organization and understands how leadership teams should evaluate cost, schedule, performance, and priorities. The role is hands-on and execution-focused, with responsibility for shaping how leaders meet, decide, and follow through-especially during periods of organizational change.
The ideal candidate is comfortable working directly with senior leaders, simplifying complex topics, and helping organizations adopt more effective ways of working.

Key Responsibilities
Governance & Organizational Effectiveness
- Support improvements to governance processes, including how strategic decisions are made and escalated
- Help clarify roles, responsibilities, and decision ownership across product and portfolio environments
- Assist with organizational design changes and ensure adoption in daily operations
- Redesign executive meetings to focus on cost, schedule, performance, and results
- Develop meeting agendas, pre-read materials, and decision summaries
- Capture decisions, action items, owners, and deadlines to ensure follow-through
- Lead (as directed) strategic transformation initiatives to improve organizational performance
- Contribute experience and judgment to strategic planning discussions
- Proactively share insights that drive improvement
- Support organization and prioritization of product and capability portfolios
- Help leadership evaluate tradeoffs among priorities, funding, and capacity
- Translate leadership decisions into clear guidance for execution teams
- Support daily operations of the DHMS Executive Office and priority initiatives
- Coordinate taskers, leadership requests, and cross-team actions
- Draft and manage executive briefings, decision memos, and leadership materials
- Track leadership commitments, dependencies, and risks
- Maintain clear trackers for progress and issues
- Identify gaps or delays and help drive resolution
- 5-7 years of experience supporting senior leaders in a Chief of Staff, PMO, or executive operations role
- Experience working in a software, product, or portfolio-driven organization
- Experience supporting governance changes, organizational changes, or operating model improvements
- Experience preparing executive-level meeting materials and supporting leadership decision-making
- Strong written and verbal communication skills
- Ability to manage multiple priorities in a fast-paced environment
- Ability to work onsite in Rosslyn, VA, five days per week
- U.S. Citizen
- Ability to work directly with senior leaders and exercise sound judgment
- Strong organizational and follow-through skills

- Ability to explain complex topics in clear, simple terms

- Prosci Change Management Certification (ADKAR Model)
