Duties
DUTY 1:
Performs Career Broadening assignments/duties; Responsible for the Enterprise IT Policy portfolio to include data; responsible for enabling the maximum understanding of the current composition and status of the AF HRM IT portfolio, as well as its intended future state, through the use of sound analytical techniques and effective application of Enterprise Architecture (EA) capabilities. Coordinates closely with HAF, FOA, and MAJCOM portfolio managers and enterprise architects to enable the development and maintenance of AF HRM IT investment evolution roadmaps to provide senior AF/A1 leaders a clear understanding of current development and modernization plans and schedules.
DUTY 2:
In coordination with stakeholders both inside and outside the AF/A1 organization, develops and continually
improves IT governance processes to ensure effective and efficient review and approval of candidate IT
investments. Provides input to and support for special studies and associated initiatives for the improvement of IT delivery processes within the AF HRM business mission area. Coordinates the review of IT investment and portfolio topics across internal and external stakeholders in preparation for presentation at senior IT governance forums.
DUTY 3:
Provides key support to the Directorate of Plans & Integration (AF/A1X), CIO's and CTO's new initiative
support manager in assisting AF HRM functional business owners develop IT investment proposal documents by leveraging extensive knowledge and familiarity with existing IT strategy documents, IT roadmaps, and governance processes. Assists the CIO and CTO investment project manager to provide oversight and performance review of inflight IT investments undergoing development, including facilitating cross-project integration and synchronization with AF, DoD, and/or Federal enterprise-level strategies and initiatives.
DUTY 4:
DCS Manpower, Personnel and Services technology advocate and spokesperson to OSD and AF IT policy
and investment decision-making bodies. Represents the DCS at higher level meetings within the organization, with DoD/Service CIO organization working groups, and contractor organizations, including the AF Deputy Chief Management Officer organization within SAF/US(M), SAF/CIO A6, OSD and DoD Deputy Chief Management Officer (DCMO) HRM management communities.

SPECIALIZED EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below:Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent in the federal service. Expert knowledge of leading-edge IT principles, concepts, methods and practices relating to enterprise architectures and its relationship to Human Resource Systems, and of the content and application of the Clinger-Cohen Act. Expert program/project knowledge management techniques used for tracking, measuring, and graphically depicting IT program cost, schedule, and performance issues. Expert knowledge of IT policies and plans and to assess impact of changed policy and emerging technology on the organization's current IT plans and programs. Knowledge of Air Force IT program, relationships and activities, agency mission(s) and CIO goals and objectives. Expert in development and implementation of Enterprise Architecture frameworks and methodologies. And effective writing and speaking skills to articulate pertinent program management issues in application of the Air Force HR Enterprise Architecture
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Comprehensive knowledge and application of laws, policies, regulations, and practices related to IT capital planning and investment controls for business systems. Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems. In-depth knowledge of information management and security relegations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, DCS (Manpower, Personnel & Services) and organizations that govern, interface with, and/or influence the planning and requirements process and information management processes. Skill to plan, organize, and direct the functions of matrix staff in critical aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, contracting as they relate to Clinger-Cohen Act requirements. Ability to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications always clear, concise, and with technical accuracy.
