Amentum, a global leader in advanced engineering, technical, and professional services serving the US government, allies and critical infrastructure sectors, is seeking an HAZMINCIN (Hazardous Material Minimization Center) Supervisor to support a government contract based on the island of Diego Garcia.

PURPOSE / SCOPE

The Hazardous Material Minimization Center - HAZMINCIN Supervisor is responsible for supervising the Hazardous Material Minimization Center operations, managing HAZMAT control and management to ensure successful performance and compliance with Performance Work Statement (PWS), Program, USG, and international requirements and guidelines.
  • Manage staff and resources.
  • Develop and maintain policies for the success operation of the Hazardous Material Minimization Center to support the initiatives and directives of the customer.
  • Ensure compliance with standard management practices including but not limited to monitoring, records keeping, report preparation, training, inspections, data reporting, etc. Develop procedures to meet new and changing regulations.
  • Oversee the tracking and reporting for Program and Corporate as required.
  • Comply with applicable DoD, OPNAV, BUPERS, and other references, instructions, and directives listed in PWS.
  • Conduct supply services and logistic support for DoD and authorized federal agencies on Diego Garcia, afloat and ashore.
  • The Contractor shall maintain supply operational readiness through quality and timeliness of materials and equipment delivered.
  • Provide Hazardous Material Control and Management (HMCM) services for the receipt, storage, and issuance of HAZMAT per PWS guidelines.
  • Develop, implement and maintain a Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP) program for Diego Garcia.
  • Implement Oil and Hazardous Substance Spill Contingency Plan per PWS.
  • Provide a single site for receipt, storage, and distribution of hazardous materials.
  • Operate the Hazardous Minimization and Reutilization Center (HAZMINCEN) and HAZMAT warehouse facility.
  • Maintain a Safety Data Sheet (SDS) for all HAZMAT located in HAZMINCEN.
  • Ensure the HAZMINCEN provides central control and issue of hazardous materials.
  • Submit the Supply Services Standard Operating Procedures (SOP) per Section F.
  • Ensure HAZMINCEN and HAZMAT stock storage cleanliness is maintained with HAZMINCEN Cleaning Plan per NAVSUP P-529 Warehouse Modernization and Planning Guide per requirements.
  • Coordinate with NSF Diego Garcia, SPAR/PAR's and/or other NAVY activities to obtain the HAZMAT Authorized Use List (AUL) and assist with maintaining it up to date. This includes adding all approved AUL items into the N-ERP
  • (Navy-Enterprise Resource Planning) software program.
  • Ensure only authorized users per the AUL are issued HAZMAT from the HAZMINCEN.
  • Provide spill response and remediation operations and support when required.
  • Inspect and monitor Satellite HAZMAT locker inventory.
  • Use the HMM Tool for site AUL additions, material requests, inventory adjustment requests, NAVSUP HM Locker Assessment Program Management, customer communications, and global excess free issue availability reviews.
  • Utilize the Navy Enterprise Resource Planning (N-ERP) and DSS to document issues, receipts, disposals, transfers, courtesy stowage (with documentation and funding for transshipment/disposal as required) and shelf-life management transactions for hazardous material maintained in HAZMAT stock locations.
  • Operate the HAZMINCEN and HAZMAT warehouse facility between designated hours of operation, with on-call response for emergency requirements after operating hours.
  • Comply with storage and warehousing procedures per DOD 4145.19-R, Storage and Materials Handling, DOD 4140.27-M, Shelf-Life Management Manual, NAVSUP P 529, DLAR (JSR) 4145.04, Warehouse Modernization and Planning Guide, and procedures as defined by latest NAVSUP Fleet Logistics Center DG Hazardous Material Control Management SOP.
  • Utilize NERP to document receipts, shelf life management transaction issues for hazardous material maintained in HAZMAT stock locations.
  • Inspect all satellite HAZMAT locker locations for compliance with NERP, DSS, P-722 requirements for labeling, authorized materials and proper storage of material and documentation and corrections of all variances.

    Collect data on HAZMAT and provide a HAZMAT Control and Management Historical Data report to the Government.

    Submit the HAZMAT Range and Depth Inventory Report (NWCF) per Section F. Satellite HAZMAT Locker Location Listing and Satellite HAZMAT Locker Location Inspection Report submitted per Section F.
  • Other duties as assigned.


The HAZMINCIN Manager will be available within 30 minutes to meet with Government personnel and / or Program leadership as required 24 hours/day, 7 days/week in this role.

QUALIFICATIONS
  • High school diploma or equivalent
  • At least five (5) years of experience in operations of a HAZMAT / HAZMIN facility; HAZWOPER experience
  • Access to N-ERP with one year of N-ERP experience minimum
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) training; note: Personnel, who select or pack hazardous materials packages, label containers, fill out shipping papers, load or unload vehicles, move hazardous materials, or operate transportation vehicles shall be trained in accordance with the requirements of DoT 49 CFR Transportation Regulations. Training must be completed within 90 days of employment or change in position. Refresher training or recertification training required a minimum of once every three years
  • Three years' experience in a supervisory role in an austere OCONUS environment with a multi-national workforce
  • Must be familiar with current global, US, Program and PWS requirements
  • Excellent organizational and time management skills
  • Ability to obtain and maintain a US passport and driver's license throughout employment in this role
  • Must be able to obtain and maintain facility credentials/authorization
  • Ability to successfully pass CENTCOM medical requirements and maintain requirements for duration of deployment
  • Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance


WORK ENVIRONMENT, PHYSICAL DEMANDS
  • Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies
  • Able to lift, carry, and push supplies and boxes up to 50 pounds
  • Living and working conditions at the assignment location could be remote and uncomfortable
  • Long hours, exposure to weather and hazardous conditions
  • May also work in a typical office environment
