Overview

The Program Manager acts as the point of contact for all activities associated with the successful execution of projects between Cayuse and the client. This role ensures that programs are delivered on time, within budget, in compliance with government regulations, and aligned with organizational goals. The Program Manager works closely with clients, subcontractors, stakeholders, and cross-functional teams to achieve program objectives and mitigate risks.

Responsibilities

  • Oversee, review and monitor a diverse senior management team and ensure effectiveness of their roles and responsibilities. Provide leadership, motivation and inspiration to the senior management team to ensure overall success of the contract.
  • Interface with the Contracting Officer's Representative (COR), Contracting Officer (CO), Government personnel, and agency representatives to facilitate open lines of communication and overall effectiveness of the program.
  • Ensure Contract deliverables are complete, accurate and submitted in accordance with contractual requirements.
  • Manage and mitigate program risks and opportunities. Oversee the implementation and execution of effective safety and quality objectives and ensure quality of services meet contract requirements.
  • Develop/execute corrective action plans to mitigate internal or customer identified issues.
  • Deliver effective control systems and reporting for accurate processing change and controlling in-scope performance of program functional task elements such as laboratory operations, Dev Ops, engineering, test, procurement, quality control, logistics, safety, security, and administrative functions.
  • Build strong morale within the Cayuse team and ensure communication on all levels throughout the organization.
  • Provide oversight of the financial system and implement an accurate and effective estimate process to ensure overall customer satisfaction
  • Other duties as assigned.


Qualifications

  • Bachelors of Arts or Bachelors of Science or equivalent experience and 15+ years of prior relevant experience.
  • 10+ years of experience supervising or leading teams or projects.
  • Experience with program management of a Laboratory Service program.
  • Proven experience and interaction with senior level customers (SES and above).
  • Extensive knowledge of client communities (Operations / Acquisition / Development) including Centers and Labs.
  • Demonstrated experience managing small to medium programs.
  • Prior proposal/acquisition experience for small to medium programs and understanding of the client's procurement process.
  • Understanding of Risk and Opportunity management processes.
  • Understanding of all programs financial and business processes and metrics.
  • Demonstrated experience in strategic planning.
  • Demonstrated success building relationships with customers and teammates.
  • Demonstrated experience in Team building.
  • Experience executing development programs in an agile environment.
  • Developing Cost Estimates.
  • Briefing external and internal senior leadership teams on program performance (Monthly Reviews).
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
