Overview

The Programmer Analyst / Finance / System Administrator serves as a critical member of the contract team, responsible for ensuring compliance with financial reporting, managing IT systems security, and providing technical expertise for contract-related activities. This position plays a pivotal role in delivering task order proposals, facilitating timely invoice submissions, and maintaining the integrity and compliance of IT systems according to organizational and regulatory standards.

Responsibilities

  • Establish and maintain monthly financial reports for the client's contract deliverable system.
  • Submit Task Order proposals and provide customers with spenditures.
  • Maintain and update Task Order information and provide a daily usage report.
  • Compile cost reports to provide data for corporate Invoice submission.
  • Field customer inquiries concerning Task Order status and cost availability.
  • Maintain the local electronic time keeping system and provide a weekly flat file to corporate.
  • Maintain and update the client's Risk Information Security Compliance System (RISCS) with the contract IT System Security Plan.
  • Monitor and mitigate security patching the local server for compliance based on the client's IT Security Enterprise Data Warehouse (ITSEC-EDW) scans.
  • Maintain an administrator account with the local ACES group and Center Information Security Officer.
  • Provide desktop computer support to current local employees.
  • Maintain the current Stennis Metrology Management System.
  • Provide support and maintenance to existing information systems.
  • Generate and distribute financial reports in accurate and timely manner.
  • Provide recommendations to improve reporting efficiency and consistency.
  • Perform data analysis for generating reports on periodic basis.
  • Develop system for customer task order management and current cost forecast.
  • Generate both periodic and ad hoc reports as needed.
  • Analyze cost information to identify process improvements for increasing efficiency and effectiveness.
  • Provide customer and employee support and assistance.
  • Manage IT System Security plan and comply with IT Security posture requirements.
  • Other duties as assigned.


Qualifications

  • Bachelor's degree in management information systems (MIS) or equivalent experience.
  • 5 years of experience with government contract financial requirements and IT systems.
  • Experience with creating and managing the various databases, which requires proficiency with various database management software (i.e. Microsoft Access, SQL, Oracle, etc.)
  • Experience with troubleshooting Microsoft Office products.
  • Experience with spreadsheets, pivot tables, charts, and macros.
  • Experience in developing and presenting financial reports for management.
  • Experience with IT security policies and directives.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Ability to handle sensitive and confidential information appropriately.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
