The Rehancement Group, Inc. (TRG) is seeking a Senior Consultant to provide executive-level advisory support for enterprise-wide initiatives supporting the U.S. Coast Guard at Headquarters.
Location: Onsite - U.S. Coast Guard Headquarters, Washington, DC Hours of Operation: 07:30 AM - 05:00 PM (ET), Monday through Friday Employment Type: Key Personnel - Contract Support Citizenship: U.S. Citizen (required) Background Check: Must successfully obtain and maintain a U.S. Coast Guard or DHS background investigation (NACI-equivalent)
This role supports senior leadership across change management, strategic planning, business transformation, initiative management, governance, facilitation, and analytical support, helping the Coast Guard plan, scope, and execute high-impact mission-support initiatives. The Senior Consultant serves as a trusted advisor to Government leadership, providing strategic guidance, reviewing complex work products, and delivering executive coaching to ensure initiatives align with organizational priorities, performance objectives, and governance frameworks.

Key Responsibilities
- Guide executive-level initiatives involving organizational change, strategic planning, and enterprise performance improvement.
- Apply advanced project management, business process improvement, and re-engineering methodologies.
- Review contractor and Government deliverables for quality, accuracy, and compliance with approved plans and policies.
- Provide executive coaching and advisory support to senior Government stakeholders.
- Identify enterprise-level risks, issues, and improvement opportunities and recommend mitigation strategies.
- Support executive decision-making through analysis, briefings, and written recommendations.
- Ensure initiatives remain aligned with agency governance standards and performance metrics.
- Serve as the primary senior point of contact for issue resolution and technical discussion, as required.
Availability Requirement
- The Senior Consultant must be available to the Contracting Officer's Representative (COR) by telephone during normal business hours between 07:30 AM and 05:00 PM (ET), Monday through Friday.
- The Senior Consultant must be able to respond to COR requests for discussion or resolution of technical issues within four (4) hours of notification during these hours.
Required Qualifications
- U.S. Citizenship is required.
- Bachelor's degree in Engineering, Business, or a related field is required.
- Project Management Professional (PMP) certification or DHS mid-level Project Manager certification is required.
- Minimum 7 years of relevant experience, or 5 years with a Master's degree or higher is required.
- Demonstrated experience advising senior executives on complex initiatives is required.
- Excellent written and verbal communication skills is required.
- Ability to successfully obtain and maintain a USCG or DHS background investigation (NACI-equivalent) is required.
Preferred Qualifications
- Experience supporting DHS, USCG, or other federal civilian agencies.
- Experience providing executive-level advisory or coaching services.
