Position Overview
The Rehancement Group, Inc. (TRG) is seeking a Senior Business Consultant to lead business transformation, performance measurement, and analytical initiatives supporting the U.S. Coast Guard at Headquarters.
Location: Onsite - U.S. Coast Guard Headquarters, Washington, DC Hours of Operation: 07:30 AM - 05:00 PM (ET), Monday through Friday Employment Type: Key Personnel - Contract Support Citizenship: U.S. Citizen (required) Background Check: Must successfully obtain and maintain a U.S. Coast Guard or DHS background investigation (NACI-equivalent)
This role supports leadership across change management, strategic analysis, performance management, business transformation, initiative management, and enterprise integration, helping evaluate organizational effectiveness and improve mission-support delivery. The Senior Business Consultant designs and implements performance metrics, conducts business and alternatives analyses, integrates solutions across systems and functional areas, and provides executive-level advisory and coaching support to senior stakeholders.

Key Responsibilities
- Lead organizational change-management and performance-measurement initiatives.
- Design and implement performance metrics, dashboards, and reporting frameworks.
- Conduct business analyses, alternatives analyses, and business case development.
- Support financial management, internal controls, and compliance-related activities.
- Integrate solutions across multiple systems, tools, and functional areas.
- Provide executive coaching, briefings, and advisory support to senior leadership.
- Review work products for quality, compliance, and alignment with mission objectives.
Availability Requirement
- The Senior Business Consultant must be available to support the Contracting Officer's Representative (COR) during normal business hours between 07:30 AM and 05:00 PM (ET), Monday through Friday, as required to support contract performance, coordination, and issue resolution.
Required Qualifications
- U.S. Citizenship is required.
- Bachelor's degree in Engineering, Business, or a related field is required.
- Project Management Professional (PMP) or DHS mid-level Project Manager certification and/or Six Sigma Master Black Belt is required.
- Minimum 7 years of relevant experience, or 5 years with a Master's degree or higher is required.
- Demonstrated experience leading performance management, analytical, or transformation initiatives is required.
- Strong analytical, financial, and executive communication skills is required.
- Ability to successfully obtain and maintain a USCG or DHS background investigation (NACI-equivalent) is required.
Preferred Qualifications
- Experience supporting DHS, USCG, or large federal mission-support organizations.
- Experience integrating enterprise systems or data-driven performance solutions.
