Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Subject Matter Expert (SME) - HNP Training Reform Advisor. The SME - HNP Academy Director and Training Reform Advisor provides direct oversight of daily police academy operations, curriculum development, and instructor management for the Haitian National Police training system. This position leads the day-to-day execution of training programs for cadets and in-service officers, manages instructor performance and certification, and ensures training doctrine aligns with field operational requirements.

The advisor works hands-on with academy staff and instructors to deliver quality training, develop course content, and maintain facility readiness. This role focuses on curriculum content, instructor development, training delivery quality, and academy operations, while coordinating with the HNP Training and Professional Development Coordinator.

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.
  • The advisor establishes and enforces instructor certification standards, conducts regular instructor performance evaluations, and provides remedial training or professional development to instructors as needed based on performance reviews.
  • The advisor monitors instructor adherence to curriculum standards and learning objectives during training delivery and develops quality assurance protocols to ensure consistent instruction across all training programs and facilities.
  • The advisor oversees daily academy operations, including facility maintenance, equipment readiness, and safety protocols. This includes conducting infrastructure assessments and coordinating facility improvements to support capacity expansion, managing specialized training facilities including firing ranges, tactical training areas, and classrooms, and developing and implementing standard operating procedures for academy operations, student conduct, and emergency procedures.
  • The advisor shall coordinate all activities with INL Haiti, attend regular meetings at the Embassy with INL Haiti and other U.S. Embassy offices, and be responsible for preparing written reports, which not only details activities undertaken, but provides an assessment of challenges and successes relating to the work of the HNP.

Payrate: $171,600 Annually + Uplifts

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's degree in education, criminal justice, public administration, police science, or related field.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Minimum fifteen (15) years of law enforcement experience, with at least five (5) years in training development, school operations, or police instruction roles.
  • International experience in police training or capacity building in developing country contexts.
  • Demonstrated experience developing training curricula and managing daily training delivery
  • Required: Fluency in English. Proficiency in French and Haitian Creole.
