Shields Point, LLC a subsidiary of Alutiiq, LLC has a potential opportunity for an (OCONUS) HNP Training Coordinator SME, the incumbent is responsible for the oversight, coordination, and implementation of comprehensive training programs for the Haitian National Police (HNP), encompassing both sworn and non-sworn staff members. This role ensures the professional development and continual training compliance of the HNP staff in line with established directives and professional training requirements.

Training Program Management
- Develop and implement comprehensive police training programs for the HNP, ensuring alignment with organizational goals and compliance with HNP directives.
- Provide expert advice to HNP leadership on individual training plans, recommending enhancements and addressing deficiencies in training programs.
- Administer the HNP's annual training budget, forecast needs, track expenditures, and manage resources effectively to support training initiatives.
Coordination and Support
- Maintain a detailed calendar of training events, manage schedules, and coordinate logistics for training sessions, including international travel arrangements for training abroad.
- Collaborate with the Police Academy and police school directors to maintain a specialized database of training records, ensuring all members meet required training standards.
- Assist INL and other SMEs with developing plans for improved HNP recruiting.
- Assist INL with preparation and support for each incoming HNP basic recruiting class.
Administrative Duties
- Perform advanced administrative tasks related to training, including maintaining the department's firing range in collaboration with INL-Haiti's Tactical and Operations Pillar Advisor.
- Assist INL-Haiti implementors and DCA in the procurement and management of training supplies and equipment.
- Prepare comprehensive reports and documentation to track the effectiveness of training programs and adjust as needed.
Stakeholder Engagement
- Participate in weekly INL-Haiti meetings and other relevant forums to gather and share information pertinent to training and professional development.
- Establish and maintain effective working relationships with key stakeholders including the INL-Haiti Senior Police Advisor, DCA, HNP Director General, and international donor representatives.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
Minimum Qualifications Education:
- Required : Equivalent of sixty (60) semester units or ninety (90) quarter units from an accredited institution in public administration, business administration, criminology, police science, or related field.
- Desirable : Bachelor's degree in one of the aforementioned fields.
Experience:
- Minimum ten (10) years of progressively responsible experience in training and employee development, preferably within a public or law enforcement agency.
- Extensive experience in managing comprehensive training programs and administrative functions in a law enforcement setting.
Other Requirements Skills and Abilities:
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- Expertise in the development and management of police training programs.
- Proficiency in managing budgets, administrative tasks, and logistical aspects of training programs.
- Strong organizational skills, ability to manage multiple priorities, and effective communication skills, both written and oral.
- Ability to work collaboratively in a multicultural and multilingual environment.
Language:
- Fluency in English and French; Creole proficiency is advantageous.
