Senior Network Management Support (Technical) is required to be knowledgeable in multiple disciplines of enterprise networking. This individual ensures stability and provides daily support of a geographically dispersed Wide Area Network (WAN) Infrastructure, and is responsible for design, troubleshooting, optimization, administration, change management, and technical documentation. Must have expert knowledge of Cisco routers, switches, VPN devices, VoIP technologies, security appliances, and routing protocols.

This position is contingent upon successful contract award to V2X.

Responsibilities

Major Job Activities:
  • Provide enterprise VoIP services for the Consolidation Intelligence Center (CIC) Regional Cyber Center - Europe (RCC-E) managed enclaves.
  • Configuration Management (CM) actions for RCC-E, on NIPRNet, SIPRNet, MPE, JWICS or other supported classified networks.
  • Provide network diagram management, incorporating external requirements for RCC-E network diagrams as well as RCC-E internal standards, and publish them on RCC-E SharePoint portal. Includes maintaining network views in Spectrum, or current Government furnished tools, along with service and Service Level Agreement (SLA) dashboards. Complete Network Diagram modifications following completion of any network changes or when directed.
  • Provide network baseline / security template management for the RCC-E, including implementing approved changes in the baseline repository, ensuring consistency across platforms, and, after RCC-E COR or Alternate COR approval, publishing the baselines on the RCC-E portal according to RCC-E policies.
  • Provide Network Operating System (NOS) image maintenance, with input from RCC-E leadership, vendor SMEs, USCYBERCOM IAVAs, NETCOM Approved Products List (APL), or other directive sources, ensuring the most current authorized or required firmware is available on the RCC-E distribution servers for each platform in the enterprise.
  • Maintain the official hardware and software lists for the RCC-E; this includes items such as tracking life-cycle dates, firmware versions, and flash / RAM capabilities. The Contractor shall integrate data collection for this list from RCC-E standard systems.
  • Provide technical editing and writing capabilities to create, maintain, and publish documentation supporting RCC-E operations, to include Standard Operating Procedures and network routing operations and strategies.
  • Provide IP address management functions. Each static IP address assigned to a NIPR or SIPR network device shall be documented and stored in the RCC-E IP Address Management (IPAM) tool in accordance with RCC-E IPAM TTP.
  • Maintain information for NIPR and SIPR network Configurable Items (CI) in the Configuration Management Database (CMDB) in accordance with RCC-E TTPs.
  • Provide support for the Top-Level Architecture (TLA)
  • Propose firewall designs to the Government for approval, and install, configure, and operate firewalls to provide support for the RCC-E on NIPRNET / SIPRNET as well as the Configuration Accounting Information Retrieval System (CAIRS) and RCC-E managed AEDC firewalls.
  • Manage the access control lists (ACL) on the border (outer) and ACR (inner) TLA routers enforcing ARCYBER Cyber Defense Operations Center (CDOC), DISA STIGs and the RCC-E Defensive Cyber Operations (DCO) Division directed blocks and restrictions (190/191 ACLs) on NIPRNET / SIPRNET.
  • Configure, operate, and maintain the Intrusion Protection Systems (IPS) in the TLAs to include installing all standard signature updates and verifying proper functionality.
  • Manage the web proxy / filtering capabilities within the TLAs, Data Centers, Joint Regional Security Stacks (JRSS), and Cloud Based proxy services for NIPRNET and SIPRNET enclaves.
  • Maintain the Secure Socket Layer (SSL) VPN concentrators in the TLA on NIPRNET and SIPRNET to provide for individual customer connections from outside the enclave.
  • Provide onsite technical support and management of the installed Transport Network. The Contractor shall manage and maintain the current Optical Transport Network (OTN) and the Critical Infrastructure Network (CIIN) system to achieve 99.9% operational availability, escalating problems to the appropriate USARCC-E POC and/or vendor technical support group for assistance as necessary.

Physical Activities:
  • Must be able to lift / push / pull 40 lbs. unassisted.

Qualifications

Required Education / Certifications:
  • Candidates must possess one of the following:
    • Education:
      • A Bachelor's degree in Engineering or Computer Science or Science or Business Administration or Mathematics plus five (5) years of specialized experience; OR
      • An Associate's degree plus seven (7) years of specialized experience; OR
      • A major certification plus seven (7) years of specialized experience; OR
      • 11 years of specialized experience.
    • OR, one of the following Certifications:
      • SecurityX / CASP+
      • Cisco Certified Network Associate (CCNA)
      • Cisco Certified Network Professional - Security (CCNP Security)
      • Certified Cloud Security Professional (CCSP)
      • GIAC Certified Enterprise Defender (GCED)
      • GIAC Certified Intrusion Analyst (GCIA)
      • GIAC Cloud Security Essentials (GCLD)
      • GIAC Defensible Security Architect (GDSA)
      • GIAC Foundational Cybersecurity Technologies (GFACT)
  • Additionally , c andidates must also possess at least one of the following certifications:
    • Cisco Certified Network Associate (CCNA)
    • Cisco Certified Network Professional (CCNP) - Security (Any)
    • Juniper Networks Certified Internet Specialist (JNCIS)

Required Experience:
  • The following experience may be concurrent:
    • Four (4) years of experience maintaining and developing TCP/IP networks (on Ethernet, ATM/SONET and/or wide area transports)
    • Three (3) years must be in direct experience with U.S. military command and control or commercial LAN/WAN communication systems.
  • DCWF Proficiency Level: Advanced - IT (Network Operations Specialist) (441).

Clearance Requirement:
  • This position requires an active Secret SSBI (Tier 5 Investigation) Security Clearance.
