Department Summary:
MITRE Industrial Security Programs (ISP) oversees the operations of classified facilities and ensures the implementation of operative security controls intended for the protection of unclassified and classified national security information (NSI) developed by or entrusted to MITRE as a member of the National Industrial Security Program (NISP). The department applies resources to mitigate risk across operational domains through a continuum of security administration standards, control strategies, and oversight levels that align with corporate needs and expectations.

MITRE is seeking a customer engagement-focused FSO to manage security administration and ensure compliance for a multi-level program and associated classified areas at our MITRE Falcon Hill location. The ideal candidate will demonstrate exceptional interpersonal skills, a proactive approach to addressing mission needs, and a commitment to delivering seamless security support to internal and external stakeholders. This role requires the ability to foster strong relationships, provide clear guidance, and act as a trusted resource for program teams, ensuring security processes align with mission objectives.

This role requires the ability to foster strong relationships, provide clear guidance, and act as a trusted resource for program teams, ensuring security processes align with mission objectives.
- The Facility Security Officer (FSO) will be responsible for developing, implementing, supervising, and maintaining an robust security program for multiple Department of Defense (DoD) collateral elements. The security program will protect information and operations commensurate with the level of classification of the programs.
- The FSO will be responsible for preparing and maintaining accreditation documentation for each facility under his/her cognizance, including the diagrams, UL 2050 certifications, DCSA Form 147s, and other pertinent government Standard Forms (312s, 701s, 702s etc.)
- The FSO will be responsible for creating and implementing Concept of Operation (CONOPS) for their assigned facilities. These CONOPS will be in accordance with DoD/NISPOM directives and manuals as well as sponsor specific entities to meet mission needs.
- The FSO will properly account for, control, transmit, safeguard, and destroy classified information in accordance with applicable regulations including the DD254. Additionally, the FSO will generate a security education training and awareness program for the technical staff operating in secure spaces within their cognizance, and will distribute periodic notifications to cleared staff, emphasizing unauthorized disclosure awareness, classification management, personal reporting requirements, and day-to-day security program execution.
- The FSO will perform aspects of personnel security to include nomination interviews, validation of access requirements, submission of investigative requests and nomination packages, and indoctrinations including the execution of legally binding Nondisclosure Agreements (NDAs).
- The FSO will access an official Government system of record (SOR), e.g., DISS, and ensure personnel security records within their cognizance are accurately maintained in accordance with applicable regulation.
- The FSO is expected to provide support to technical staff planning meetings by helping with coordination and visitor management, e.g., sending and receiving clearances through visitor approval requests (VARs) and Outgoing Visit Requests.
- The FSO will properly account for, control, transmit, package, and safeguard COMESEC information, and administer periodic software and cryptographical key updates.
- The FSO will assist the Information System Security Manager (ISSM) or Information System Security Officer (ISSO) with maintaining appropriate accreditation documentation for each information system (IS) within the secure area under their cognizance and address any shortcomings.
- The candidate must be professional, capable of independent engagement, and possess the ability to collaborate with peers and personnel outside of your team to ensure adherence to regulations and guidelines. Additionally, the candidate must be adept to independent decision-making, possess a high degree of individual initiative and organizational skills, and function with minimal supervision.
Basic Qualifications:
- Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
- Must have demonstrable experience in developing and implementing Standard Operating Procedures(SOPs) and Concept of Operations (ConOps).
- Must have experience in Collateral Security operations, including directly interacting with the Defense Counterintelligence Security Agency (DCSA).
- Must have experience conducting and managing inspection preparedness and/or participation in government security inspections with DCSA or Accreditation Authority.
- Must have experience in any of the following; DISS, SIMS.
- Must have at least 2-4 years of experience in one of the following areas: Industrial or Government Security involving Counterintelligence, Personnel Security, Information Security, Information Systems Security, Physical Security, Technical Security, hands-on supervisory Security Leadership, or Project Management.
- Must have evident experience implementing related areas of: IC Standards or Directives; DoD Directives, Instructions, Manuals, or Standards, i.e., 32 Code of Federal Regulations Part 117, National Industrial Security Program Operating Manual (NISPOM); or related government regulation.
- Active Top Secret clearance
- Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance
- Must have excellent verbal and written communication skills and be able to effectively work with all levels of management and key management personnel.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- At Bachelor's degree or higher.
- At least 5-8 years of experience in one of the technical areas above.
- Experience as titled COMSEC account manager or COMSEC policy implementation officer.
- Experience with SIMS, DISS, SIPR
