Duties
1. Serves as Contracting Officer's Representative (COR) in support of AF Modeling and Simulation contract effort, serving as the central COR for all coordination and communication with the contractor, contracting officer, and other COR/ACORs.
2. Serves as Quality Assurance Program Coordinator (QAPC) in support of AF Modeling and Simulation contract effort, serving as the QAPC for all coordination and communication and implementation of individual surveillance plans across the contract.
3. Analyzes and evaluates modeling and simulation contracting programs, goals and objectives.
4. Represents the program office with higher levels within the organization (Senior Executive/Flag Officer) andcontractor organizations.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience which includes knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within available technology. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction.
OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives to interpret contract language to ensure compliance throughout the acquisition lifecycle.
2. Knowledge of safety and security regulations, practices, and procedures and other quality assurance surveillance measures to effectively evaluate contractor performance.
3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process, specifically relating to modeling and simulation, to ensure accurate development of requirements and measures of success.
4. Skills to interpret data, identify trends, and draw meaningful insight to inform strategic direction and decision-making.
5. Skill to plan and organize the functions of the staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing in support of Department of the AirForce modeling and simulation enterprise.
6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
