  • You will serve as the CSFWP Information System Security Officer (ISSO).
  • You will ensure compliance with DoD, DON and COMPACFLT Cyber Security established and emergent guidance for CSFWP staff, subordinate echelon, and direct reporting commands.
  • You will provide guidance to subordinate command ISSMs/ISSOs and interfaces with internal and external entities within COMPACFLT.
  • You will coordinate efforts between subordinate command Cyber Security professionals in the execution of the CSFWP Information Assurance Program.
  • You will coordinate Information Assurance-based tasking aligned with higher-level intent.
  • You will review subordinate commands security posture and coordinates and monitors mitigation steps, providing guidance and input on reporting processes.
  • You will generate, review, and present ad hoc reports based on trend analysis and status reports.
  • You will make recommendations for improved efficiencies and solutions to eliminate recurrence of any unfavorable conditions.
  • You will attend and lead meetings with managers and supervisors to help formulate CSWF management plans.
  • You will document and maintain training, education, and certification status of CSWF personnel in TWMS website.
  • You will oversee the processing and submission of the Cyber Security (CS) certification exam voucher requests to the Navy Credentialing Opportunities Online (COOL) Program Office for processing and approval.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 and 411 level Intermediate within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating cyber security tools, procedures, and protocols to identify information technology security requirements and compliance issues in order to prevent unauthorized access to systems, networks, or data.

Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing operating systems or software to monitor compliance with cybersecurity requirements; reviewing certification and accreditation documentation to ensure compliance with accreditation process; supporting internal audits; execute Risk Management Framework (RMF); design, develop, test, field, and maintain date structures and network architecture.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing technical support, training and consultation services to functional analysts, programmers, remote processing customers, or configuration management personnel on subjects such as operating system architecture and capabilities, system generation alternatives, configuration alternatives, data file management, system utility capabilities, standards and procedures, configuration management, performance management, capacity planning, and network control and management.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Participating in network and systems design discussions to ensure local implementation of appropriate systems security policies and controls; providing guidance or recommendations on corrective actions to identify procedural or systems deficiencies; interact collaboratively with others and to be able to negotiate and resolve complex issues associated with cyber security and Risk Management Framework (RMF).

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assessing security events to determine impact and implementation of appropriate corrective actions; identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives and to make recommendations.

Education

The following education may be substituted for specialized experience:

Successful completion of a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
