Duties

  • You will partner with senior leaders to verify available resources (e.g., funding, staffing, equipment) to meet information technology (IT) program objectives.
  • You will plan and assign work to subordinates based on priorities, assignment difficulty and requirements, and employee capabilities.
  • You will analyze and evaluate systems and data and provide interpretations, findings, and justifications for policy development.
  • You will monitor program progress and evaluate outcomes to identify areas for improvement and enhance organizational efficiency and effectiveness.
  • You will manage the process of making informed investment decisions that align with the organizational mission.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to advise senior leadership officials within the Naval shore environment on long term IT/OT capital investment planning and resourcing to promote meeting shore/facilities transformation plans and forecasts. Proficient in developing Program Objective Memorandum, Cybersecurity Risk Management strategies and planning, acquisition strategies, budget execution plans, human capital strategies, and leading a Program Management Office.
2) Proven analytical and problem-solving capabilities, including the ability to critically evaluate information, identify root causes, and formulate balanced recommendations considering cross functional stakeholder interests. 3) Expert program management, acquisition, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for potential implementation within the Navy Shore/Facilities/Installations environment. 4) Expert experience in personally implementing complex projects; managing and mitigating risks, assessing stakeholder requirements, identifying dependencies, and developing responsive project plans; estimating costs and other resources using quantitative analysis to project requirements; and completing projects within deadlines. 5) Expert ability to establish regular contact with internal and external officials at all levels of authority and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized IT and Cybersecurity matters; excellent use of tact when expressing ideas or opinions to senior leaders and stakeholders. 6) Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment to lead and mentor junior colleagues.

The Deputy Command Information Officer, a GS-2210-15 IT Specialist, reporting to the Command Information Officer within the Command Information Office, at CNIC Headquarters. This position is not a remote position, it is located at the Washington Navy Yard and is eligible for ad-hoc telework at the discretion of management. Occasional travel may be expected for this position.

The CNIC HQ Command Information Office is an evolving and growing organization. The focus of this position is to provide enterprise-level leadership, strategy, and governance for CNIC's IT/OT and cybersecurity portfolio, ensuring alignment of technology investments, policies, and capabilities with CNIC's mission and strategic objectives. The Deputy CIO drives integration, modernization, and risk-informed decision-making across the global CNIC enterprise.
