  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Work and/or training may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Successful completion of recurring proficiency training within established timelines as required by FAA, USAF and local policy. Evaluations may be written, verbal or operational demonstrations in live or simulated flight manager environments.
  • Familiarization with some or all of C-5/C-17C-9/C-130H/C-130J/KC-135/KC-10 aircraft -- capabilities performance, configuration. limitations, etc. is highly desirable.
  • Working knowledge of all applicable flight publications. DoD/AF/AMC instructions/directives, computer office systems. World Wide Web applications, flight planning documents/systems. etc. is highly desirable.
  • Must be able to obtain and maintain a Secret Clearance
Qualifications

Incumbent is required to administer periodic and no notice evaluations for 618 AOC (FACC) senior flight managers and will be required to successfully complete initial flight manager training (maintain minimum passing scores) within established timelines prior to assuming duties of the position. These actions should be scheduled for accomplishment within 120 days of being hired.

Incumbent will possess a current. FAA approved dispatcher license or obtain one within uniformly prescribed time limits prior to assuming unsupervised duties of the position and hold a FAA Flight Dispatcher Certificate and possess both military and civilian dispatch experience.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series 2101

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. Specialized experience includes extensive knowledge of advanced concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve complex, unique problems, conditions, or issues; or significantly alter standard practices, processes and known techniques. Knowledge of the missions, roles, functions, organizational structure, and operation of DoD, Air Force, and user commands that govern, interface with, and/or influence assigned programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of airlift operational concepts, objectives, and applicable directives necessary to make independent decisions and recommendations on contingency and exercise flight management operations.
  • Knowledge of Mobility Air Force IFM operations to anticipate, analyze and resolve operational and technical issues. Experience in developing and monitoring system requirements.
  • Broad knowledge of military command structure and missions, and DoD and agency policies and procedures to effectively execute global air mobility operations.
  • Knowledge of aircraft dispatch processes and Air Force, Air Mobility Command and Civil Aviation Authority flight operations and planning requirements.
  • Skilled in conducting in-depth operations/transportation studies, analyzing findings and recommending courses of action. Knowledge of statistical analysis processes used to interpret data for formal presentations.
  • Ability to communicate effectively, both orally and written.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
