IT Program Manager

We're currently seeking a Program Manager (PM) to lead complex IT transformation and network operations programs in Norfolk, VA. In this role, you'll serve as the primary government point of contact, oversee program and project execution, and ensure mission success while mentoring and guiding your team. This position is contingent upon contract award.

We're currently seeking a Program Manager (PM) to lead complex IT transformation and network operations programs in Norfolk, VA. In this role, you'll serve as the primary government point of contact, oversee program and project execution, and ensure mission success while mentoring and guiding your team. This position is contingent upon contract award.
Responsibilities:
- Serve as the government's primary point of contact and supervise all contractor personnel assigned to the program.
- Develop, manage, and oversee program and project plans, including scope, objectives, deliverables, schedules, and timelines.
- Coordinate tasks across teams to ensure alignment with organizational and mission goals.
- Track project progress, manage risks, implement mitigation strategies, and ensure projects are delivered on time, within scope, and within budget.
- Lead quality assurance efforts, conduct reviews, and ensure compliance with applicable DoW standards and policies.
- Prepare and deliver performance reports, briefings, and updates to senior leadership.
- Apply expertise in NetOps, C4S requirements, systems design, systems analysis, technology assessments, and programmatic support.
- Collaborate with internal teams, leadership, and stakeholders to ensure successful outcomes.
- Manage large-scale, multi-million-dollar programs, coordinating staff and resources effectively.
- Support programmatic activities such as acquisition planning, budget planning, and risk management.
- Demonstrate understanding of C4S requirements in relation to the MSC mission and military operational standards.

Requirements:
- Bachelor's degree in IT or a related field OR nine (9) years of relevant IT project/program management experience.
- Project Management Professional (PMP) certification required.
- Minimum five (5) years of experience managing IT transformation programs.
- Minimum two (2) years of experience with NetOps, C4S requirements, systems design, systems analysis, quality assurance, acquisition, or budget planning.
- Experience managing large, geographically distributed teams in a program office environment.
- Strong organizational, leadership, and communication skills.
- Proven ability to deliver projects on time, within scope, and within budget.
- Active U.S. Secret clearance required (must be maintained).
- Familiarity with DoW, Navy, or MSC C4S standards, policies, and operational procedures.
- Compliance with DoW 8570.01M IAM Level III (or equivalent) is required.
