The Lead CSSO serves as the lead on-site contractor security authority for all Special Access Program (SAP) matters. This position functions as the contractor equivalent of a Government Special Security Officer (GSSO) or Program Security Manager (PSM), responsible for the comprehensive management, oversight, and implementation of the SAP security program supporting MCWL. This individual will ensure the stringent protection of the nation's most sensitive assets involved in wargaming, experimentation, and technology development. The role demands an expert-level understanding of SAP regulations and the ability to provide authoritative guidance to both government and contractor leadership in a complex, multi-program environment.

Responsibilities

  • SAP Program Management & Oversight: Directs all contractor SAP security operations. Develops, implements, and maintains SAP security policies and procedures (SOPs) in accordance with the DoDM 5205.07 series and other controlling directives.
  • Senior SAP Advisory: Serves as the primary subject matter expert (SME) on all SAP security issues. Advises government and corporate leadership on security risks, mitigation strategies, and compliance requirements for existing and emerging programs.
  • Facility Security & Accreditation: Manages the lifecycle of multiple Special Access Program Facilities (SAPFs), including accreditation, modification, and continuous monitoring. Prepares and maintains Fixed Facility Checklists (FFCs), co-utilization agreements (CUAs), and all related accreditation documentation.
  • SAP Personnel Security (PERSEC): Oversees the entire SAP personnel security process, including managing Program Access Requests (PARs), conducting indoctrinations and debriefings, ensuring accuracy of personnel files, and managing the program's billet structure.
  • Information Security (INFOSEC): Implements and manages systems for the accountability, control, transmission, and destruction of all SAP information and material. Ensures proper classification marking and handling.
  • Government Liaison: Acts as the primary interface with government oversight bodies, including the Government Special Access Program Control Officer (SAPCO), GSSO, and other program security elements, ensuring seamless communication and collaboration.
  • Compliance & Inspection Lead: Leads all internal self-inspections of the SAP program. Serves as the primary point of contact and lead for all external government compliance inspections, ensuring program readiness at all times.
  • Mentorship & Leadership: Provides direct leadership, professional development, and technical guidance to the SAP Security Specialist II and other assigned security personnel.


Qualifications

  • Experience: Minimum of 10-15 years of experience in DoD security, with at least 7-10 years dedicated specifically to managing Special Access Programs. Prior experience as a GSSO or PSM is highly desirable.
  • Clearance: Must possess an active Top Secret security clearance with a current background investigation. Must be SCI eligible and have current or prior SAP access.
  • Education: Bachelor's degree in a related field preferred. Completion of advanced SAP security training (e.g., SAPPC, SPSC) is required.
  • Expertise: Mastery of the DoDM 5205.07 series, ICDs (704, 705), and other relevant SAP security policies. Proven experience in SAPF accreditation and management.
  • Skills: Demonstrated leadership and program management capabilities. Exceptional problem-solving skills and the ability to navigate complex security challenges with minimal supervision. Superior written and verbal communication skills.


Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $129,300.00/Yr. - USD $215,900.00/Yr. Actual compensation will be determined based on several factors permitted by law.
