Job Description
PRISM is seeking a Senior Congressional/ Legislative Specialist responsible for performing various assignments with the team administering external affairs organizational programs and processes, to include preparing Congressional testimony, responding to Questions for the Record (QFR), handling media inquiries, developing and coordinating legislative proposals and processes, and managing a portfolio of congressional reports.

Key Responsibilities:
- Works on congressional, legislative, and media mission for the organization.
- Evaluates incoming requests for action and/or response from Congressional professional staff members, media outlets, and other external organizations, and assists in developing and coordinating necessary action and/or response.
- Provides staff guidance on processes and standards for Congressional correspondence and reporting requirements, legislative actions, and media communications plans, and advises on options for approaching and developing solutions/responses on a broad range of topics. Due to the source of most inquiries and taskings, the required actions are often of special urgency or sensitivity, requiring complete coordination with a variety of subject-matter experts (SMEs), public and legislative affairs offices, and legal counsel.
- Responds quickly and effectively to short deadlines and ensures that appropriate senior leaders within the organization are informed of incoming taskings/requirements and suspense dates.
- Draft press releases, Congressional testimony, Congressional correspondence, speeches, slide shows, Frequently Asked Questions (FAQ), information papers, views, and other materials prepared for and distributed to external audiences. Conducts necessary research, and solicits, reviews, and evaluates inputs from SMEs, revising/editing as necessary to ensure clarity, proper formatting and organization, and consistency with leadership guidance and precedent actions.
- Responsible for ensuring relevant facts and data are available to leadership for approval of products. Expected to know and understand OSW strategies, programs, and interests, and to have the ability to strategically develop products, anticipating potential issues and/or leadership concerns.
- Manages and tracks requirements and status of actions in support of the Omnibus and legislative review processes (LRP). Assists in the reviews and evaluation of proposed legislation, ensuring proper technical requirements, justifications, budgets, and formatting are met consistent with applicable guidelines.
- Assists in ensuring proper development and coordination of legislative language, section-by-section analyses, and budget implications and tables with SMEs, OGC/OLC, Comptroller, and Components, as appropriate, incorporating necessary changes to ensure completeness and to obtain legal sufficiency. Tracks sponsored proposals through the legislative process.
- Assists in monitoring OLC submission of proposals to OMB and interagency coordination, evaluates and incorporates, as appropriate, interagency comments, and responds to inquiries from OMB and Congressional staff members on proposals submitted. Assists in Congressional action on all proposals, including inclusion in House and Senate bills, conference report language, and NDAA enactment.
Qualifications:
- 8 years of experience supporting the Congressional/Legislative process (Appropriations and Authorization) and knowledge of Strategic Communications and various media outreach mechanisms to include websites, social media, etc.
