Responsibilities

The Sponsor's office delivers critical needs at a fast pace to its partners and coordinates growing out an integrated architecture that both spans across and respects needs for diverse mission areas. The Sponsor's office provides technical support and solution development expertise while seeking to leverage existing technologies using a highly skilled team. The Technical Project Manager (PM) will provide support to ensure a portfolio of technical solutions is delivered and implemented consistently with the vision, on time, and within budget. The following responsibilities include, but are not limited to:

  • Perform all aspects of project management including project initiation, creation of a project plan and schedule, conduct Technical Exchange Meetings (TEMs), assemble clear documentation, and interact with stakeholders.
  • Perform overall management of the specific technical (often software development focused) projects and ensure that the solutions and schedules are implemented in a timely manner, that risks or opportunities are identified early, and that issues are tackled efficiently.
  • Work with all levels of management, Sponsor's divisions and branches, facilities, and service providers to define and capture requirements accurately and proactively.
  • Oversee day-to-day activities, identify dependencies and blockers, develop project timelines, presentations, deliverables, PMPs, and risk management plans. The PM will not be responsible for managing team members but shall facilitate and coordinate and otherwise help align and guide the team and advise Sponsor leadership on administrative aspects outside of the PM's scope.
  • Manage projects from initiation to completion.
  • Lead, monitor, and track IT projects using Sponsor's tools including but not limited to MS Project, Confluence, Hive and Jira.
  • Create and brief quad charts and presentations, capture meeting minutes, conduct control gates, brief project status, and keep senior management apprised of project status.

All personnel coming into the organization undergo an additional security review that can take anywhere from 7 business days to 45+ days.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with polygraph.
  • Bachelor's degree in computer science, engineering, or a related technical discipline, or the equivalent combination of education, technical certifications, training, or work experience.
  • BS 10-12, MS 8-10, Phd 5-7
  • Demonstrated ability to work proactively in ambiguous environments, bringing structure, clarity, and stability.
  • Demonstrated experience working with teams and excellent oral and written communication skills.
  • Demonstrated experience gathering and developing business requirements and visualizing content that would provide an enhanced understanding of the information.
  • Demonstrated experience utilizing Agile methodologies to improve management of requirements and delivery of functions.
  • Demonstrated experience managing and integrating across multiple high-priority projects with competing priorities as well as common or overlapping needs.
  • Proven experience balancing project schedules and identifying/tracking risks, issues, and opportunities.
  • Demonstrated experience collaborating within project teams and across organizations on critical tasks.
  • Demonstrated experience deconflicting project resources and other dependencies, elevating when appropriate.
  • Proven experience working well within team; listening and incorporating team input and ability to drive projects to completion.
  • Demonstrated experience in SharePoint, MS Project, Confluence, Hive, Jira, and other PM-related tools to create user stories, plan sprints, or track work requirements.

  • Demonstrated experience working in the Sponsor community supporting Sponsor's mission requirements and processes.
  • Demonstrated experience with fostering and facilitating strategic partnerships across organizational boundaries to positively impact mission delivery.
  • Demonstrated experience with attention to detail, strong organizational skills, and the ability to independently manage and prioritize multiple tasks to ensure deadlines are met.
  • Demonstrated experience with leading and rapid development IT projects to include, but not limited to, software development, network, and development of applications in a cloud environment utilizing Project Management Framework (PMF).
  • Demonstrated experience creating project plans, managing scope, schedule, and budget.
  • Demonstrated leadership skills and experience supporting team members to achieve success.
  • Certifications:
    • Project Management - PMP Certification preferred
    • Certified Scrum Master (CSM)
    • AWS Certified Cloud Practitioner
