Cydecor is seeking a Modernization and Capabilities Developer to support G-5 Strategic Planning efforts focused on force modernization, capability development, and data-driven decision-making. This role supports senior-level military and civilian leadership by delivering advanced analytical products, risk assessments, and strategic insights that inform posture decisions, resource allocation, and long-range planning initiatives.

Job Description:
Cydecor is seeking a Modernization and Capabilities Developer to support G-5 Strategic Planning efforts focused on force modernization, capability development, and data-driven decision-making. This role supports senior-level military and civilian leadership by delivering advanced analytical products, risk assessments, and strategic insights that inform posture decisions, resource allocation, and long-range planning initiatives.
Responsibilities include:
- Provide installation modernization and capability development support to MCICOM G-5 in alignment with Marine Corps force development and modernization priorities.
- Support project management and planning efforts related to new and emerging technologies, processes, and installation capabilities.
- Participate in capability development, integration, and portfolio review activities, including requirements analysis, gap analysis, and solution development.
- Produce and staff strategic and operational planning products, including IPLANs, OPLANs/CONPLANs, planning guidance, and staff packages.
- Conduct operational assessments and analysis to support dashboards, briefings, and senior-leader decision making.
- Coordinate with Combat Development & Integration (CD&I), Marine Corps Warfighting Laboratory, Marine Corps Systems Command, PEOs, and other stakeholders to ensure installation equities are integrated into capability development.
- Advise leadership on installation support priorities and resourcing tied to force modernization and emerging capabilities.
- Support PPBE and POM planning activities, including investment analysis and development of planning guidance.
- Ensure installation considerations are incorporated into Marine Corps policy, doctrine, directives, and contingency plans.
- Assist with transition planning for new capabilities, including development of interim guidance and policy.
- Collaborate with DoD and Service installation partners (USMC, Navy, Army, Air Force) to share best practices and align modernization efforts.
- Support conference, meeting, and working group planning, including facilitation, documentation, and after-action reporting.
- Manage Requests for Information (RFIs) and provide timely responses to stakeholders.
- Maintain and organize planning records, tools, and collaboration sites (SharePoint, Teams, NIPRNET/SIPRNET) in accordance with policy.
- Utilize and support planning and analytics tools to improve installation readiness, resource allocation, and modernization outcomes.
- 4-10 years of experience supporting similar analytical, strategic planning, or modernization tasks
- Experience with programmatic information and knowledge management
- Proficiency with Microsoft Office (Teams, SharePoint, Word, PowerPoint, Excel)
- Experience using Adobe Acrobat for document development and management
- Demonstrated experience preparing information papers and memorandums for the record
- Experience with risk management, including analyzing and writing risk narratives
- Strong written and verbal communication skills suitable for senior-level audiences
- TS/SCI clearance
- Advanced expertise in Operations Research, Systems Analysis (ORSA), Data Analytics, or Data Science
- Master's Degree
- ORSA-related graduate degree with continuing education and hands-on analytical experience
- Completion of DoD Service Level Intermediate Education
- Military-trained ORSA Professional Military Education
- Experience with force modernization, capabilities development, and/or acquisition programs
- Experience developing or managing SPEAR (Strategic Planning, Evaluation, and Analytics for Resources) or similar decision-support tools
- Senior-level Staff Officer experience (General Staff / 2-4 Star level)
- Project Management Professional (PMP) certification
- Prior experience supporting military basing programs
- Active Top Secret/SCI
- Bachelor's Degree (required)
