MANTECH seeks a motivated, career and customer-oriented Internal Strategic Communications Liaison to join our team in Ft Belvoir, VA. This is a hybrid position with 3 onsite days a week required. This position supports high-level internal messaging and executive communications, helping to translate technical strategy into compelling narratives for the Army's internal workforce. The liaison will draft speeches, develop internal publications, and prepare talking points that reflect the vision, priorities, and initiatives of the Army CIO.

Responsibilities include but are not limited to:
- Develop and edit speeches for Army CIO executives, tailored for internal military leaders, Department of the Army civilians, and industry partners.
- Create strategic internal publications including articles, white papers, annual reports, and workforce newsletters.
- Draft and refine "desk-side" talking points and executive emails for meetings, internal briefings, and workforce engagements.
- Support the CIO public affairs team in aligning internal content with overarching Army messaging guidelines.
- Transform complex IT and policy-related material into accessible, engaging language for the Army workforce.
- Collaborate with subject matter experts to ensure accuracy and consistency in technical communications.
- Ensure timely delivery of materials under tight deadlines with minimal supervision.
- Participate in strategic planning sessions and internal communications workshops.
Minimum Qualifications:
- Bachelor's degree in Communications, Journalism, English, Public Affairs, or a related discipline, plus 9 years of relevant experience.
- 5+ years of experience in high-level writing roles (e.g., speechwriter, communications officer, technical editor).
- Professional writing certification or training in executive speechwriting.
- Proven ability to support senior executives with discretion and professionalism.
Preferred Qualifications:
- Master's degree in Communications or a related field with extensive experience supporting senior-level DoD or Intelligence Community leadership.
- High-level proficiency in leveraging Generative AI and Large Language Models (LLMs) to radically accelerate content production, from drafting high-stakes memos to rapidly prototyping executive emails and holiday messages.
- Demonstrated ability to humanize complex IT/Cyber technical policy into engaging narratives and internal engagement products that reflect the CIO's objective.
- Mastery of AP Style and Army Style guides with a proven track record of translating strategic technical initiatives into clear, concise, and actionable internal communications.
Clearance Requirements:
- Must be a U.S. citizen and have a current/active TS clearance with the ability to obtain SCI.
Physical Requirements:
- Must be able to remain in a stationary position 50%.
- Must be able to communicate, converse, and exchange information with peers and senior personnel.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
