The Influence and Integration Department advances ODNI's enterprise priorities by translating policy intent into integrated, executable approaches across the Intelligence Community. The department supports ODNI's policy and mission integration efforts by shaping policy frameworks, strengthening governance and oversight, and guiding capability development that connects strategic direction to mission execution. Through disciplined analysis, enterprise coordination, and sustained partnership, the department aligns policy, mission priorities, and analytic leadership to enable coherent implementation of modernization initiatives and reinforce ODNI's role as the strategic leader of the IC.
Roles & Responsibilities:
The Influence and Integration Department seeks a Senior Principal Project Leader for its support to the Office of the Director of National Intelligence's (ODNI) Policy and Capabilities Directorate (P&C). The Department manages, guides, and directs technical and domain-specific work focused on enhancing the nation's intelligence efforts at the strategic level and providing enterprise-wide solutions to the Intelligence Community's (IC's) toughest challenges. The work requires operating at senior-levels of government, including routine coordination/collaboration within P&C, across ODNI, and with the agencies and departments with policy, strategy, and IC capability equities. Our efforts directly support the U.S policymaking, acquisition, research & development, and warfighting communities which requires comprehensive understanding of the IC, its partners, and stakeholders.
The Project Leader is responsible for all aspects of the ODNI P&C project, a large, complex work program responsible for driving capability development, innovation, integration, and thought leadership across the IC. Technical functions include leading, developing and executing whole of government, national-level strategies; socializing new concepts and engaging on complex technical and programmatic issues in highly visible, politically sensitive environments; building and leading multi-disciplinary project teams; and simultaneously managing the competing equities of several government technical managers within multiple sponsor organizations.

- IC acquisition oversight, end-to-end program evaluation, IC procurement, program and resource management
- Studies, analysis, and assessments regarding a myriad of intelligence issues including, but not limited to IC challenges, foreign intelligence challenges, and IC enterprise development opportunities
- IC acquisition requirements development and review; capability modeling and simulation
- Integrating the IC to solve intelligence problems through the rigorous application of science and technology
- Comprehensive research campaigns focused on providing insights and analysis on the impacts of emerging technologies on US national security and strategic competition
Basic Qualifications:
- Active TS/SCI clearance with polygraph
- U.S. Citizenship required.
- Due to the lengthy clearance process and our urgent need, candidates without an existing TS/SCI clearance with CI or FS polygraph cannot be considered for this opening.
- Typically requires a minimum of 12 years of related experience with a Bachelor's degree; or 10 years and a Master's degree; or a PhD with 7 years' experience; or equivalent combination of related education and work experience.
- Extensive knowledge of the USG's National Security Enterprise - especially with ODNI and the greater Intelligence Community.
- Experience with all aspects of project management, such as work shaping, staff planning and selection, recruiting, budgeting, and reporting.
- Superior sponsor engagement and communications skills and experience in politically sensitive, high-risk environments.
- Proven ability to develop and shape work products and recommendations that balance depth with timeliness and technical improvements with programmatic constraints.
- Experience developing strategies to increase the impact of deliverables.
- Strong writing and editing skills including demonstrated ability to articulate complex topics to sponsors and staff.
- This position has an on-site requirement of 5 days a week on-site.
Preferred Qualifications:
- Extensive knowledge of MITRE's organizational structure, work programs, and Intelligence Center efforts.
- Prior experience leading an ODNI project.
- Proven track record in work shaping to meet sponsor needs.
- Proven track record of partnering with external organizations, including with the government, academia, and industry to ensure capabilities and platforms are strategically leveraged in the execution of programs.
- Experience in shaping the workforce and skill mix to develop the capabilities of the staff, to include high quality hires capable of work program impact and growth.
- Demonstrated ability to work well in collaborative and dynamic environments that foster innovation in areas that provide enhanced capabilities to MITRE's sponsors and that result in significant operational benefit to the Nation.
