Position Description & Qualifications

SERCO is seeking an experienced Intel M&S Operations Controller to support the Joint Staff J7 program. This role is responsible for integrating intelligence processes and capabilities into advanced Modeling and Simulation (M&S) environments in support of experiments, tests, and joint training exercises.

This position is contingent upon your ability to maintain/transfer a T op-Secret and be eligible to operate in a TS/SCI environment.

The ideal candidate brings deep intelligence operations experience combined with technical proficiency in M&S tools, intelligence systems, and DoD messaging processes. This position plays a critical role in ensuring accurate intelligence representation, model execution, and operational realism during joint and combined events.

In this role, you will:
  • Integrate intelligence processes, workflows, and capabilities into Modeling and Simulation (M&S) tools.
  • Serve as a Model Manager, executing, monitoring, and troubleshooting model performance during experiments, tests, and training exercises.
  • Maintain, configure, and modify model event processes and mission-support software.
  • Validate the integration and accuracy of intelligence data within M&S tools in coordination with data science and technical teams.
  • Maintain proficiency in Defense Message System (DMS) operations and model reporting functions.
  • Support intelligence-driven planning and execution during joint and combined exercises.


To be successful in this role you will have:
  • An active Top-Secret and be eligible to operate in a TS/SCI environment.
  • A Bachelor's degree in Information Systems, Computer Science or a related technical discipline and 5 years relevant experience
    • or an Associates degree Information Systems, Computer Science or a related technical discipline and 7 years' relevant experience
    • A High-school diploma/GED and 14 years relevant experience
  • An extensive experience across the intelligence enterprise, including:
    • ELINT
    • Collection Management
    • Joint Targeting
    • Full Intelligence Cycle (Tasking, Collection, Processing, Exploitation, and Dissemination)
  • Experience with modern intelligence and analytical tools such as:
    • Maven Smart Systems
    • MARS
    • FADE/MIST
    • Cognos
  • To be proficient in DoD and legacy messaging systems, including:
    • Defense Message System (DMS)
    • Exchange
    • AUTODIN
    • MDT
  • To be skilled in message handling procedures (generation, release, recall) in accordance with:
    • ACP-128
    • DOI-103
    • DD-173
  • To demonstrate experience supporting COCOM and Mission Rehearsal Exercise (MRX) events within the Intelligence Community at both national and tactical levels.
  • A strong working knowledge of DIA and DISA processes.
  • The willingness to work temporary 12-hour shifts and weekends during joint exercises.
  • The ability to travel 25%.


Desired qualifications:
  • Recent experience supporting theater-level operations.
  • Bachelor of Science degree in Information Systems, Computer Science, Applied Mathematics, or a related discipline.
    • An additional four (4) years of relevant experience may be substituted in lieu of a degree.
  • Familiarity with enterprise-level battle models and simulators, including:
    • Joint Live Virtual Constructive (JLVC)
    • War Simulation (WARSIM)
    • Intelligence Electronic Warfare Tactical Proficiency Trainer (IEWTPT)
    • Joint Theater Level Simulation (JTLS)
    • Joint Conflict and Tactical Simulation (JCATS)
    • National War-Gaming System (NWARS)
