Northrop Grumman's Aeronautics Systems sector is looking for a Program Manager 2 to join our team of qualified, diverse individuals within our organization to support New Business Integrated Product Teams in Saint Augustine, FL or Melbourne, FL.

Please note this position requires an on-site presence and cannot be performed remotely.

The statement of work will include the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. There are also requirements to perform on Non-contractual Technical Activity as required. The individual will lead a cross-functional organization aligned to common program performance goals.

Manager, Programs II operates at a broader, more strategic level, overseeing larger or more complex program segments or mid-size programs through other supervisors or senior professionals. This role requires self-direction and carries increased accountability for outcomes, managing higher-level programmatic, financial, and customer risks while ensuring overall program outcomes. The individual is responsible for delivering all contractual obligations on cost and schedule, guarantees technical compliance across the full scope, and cultivates deep, strategic customer relationships that drive long-term value creation. Assignments are received in objective oriented terms. Provides direction to subordinates based on general policies and management guidance. Work is reviewed for adequacy in meeting objectives.

Job Responsibilities:
  • Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
  • Measuring and reporting program performance.
  • Delivering presentations to customers, executive management and other program stakeholders.
  • Preparing Business case analysis to evaluate various courses of action as it relates to cost or schedule mitigation plans.
  • Identification, distribution, tracking, and completion of program requirements.
  • Managing Government/customer supplied property or information.
  • Adherence to all internal processes, policies, and applicable industry standards.
  • Ensuring program team understands and adheres to contract scope and manages change through control board activities.
  • Development and adherence to master plans and schedules.
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
  • Identify the functional skills required to complete each process within the multi-disciplined team's statement of work.
  • Cultivating customer relationships to develop further opportunities within the customer community.
  • Excellent interpersonal skills with ability to manage a project team daily and communicate effectively with leadership regarding status, awareness, and escalations.
  • The ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all the work required and only the work required is performed.
  • The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
  • Ability to resolve disputes and negotiate with a positive outcome while maintaining good relationships with customers and within the organization.
  • Proposal Management - Preparing and delivering proposals for Operations.
  • Participate in creation, review and finalization of the program Statement of Work.
  • Shapes contract strategy, supports negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
  • Establish the baseline and performance for their team's cost & schedule scope in alignment with the overall program parameters.
  • Design and owns recovery strategies for financial, schedule and customer impacts.

Basic Qualifications:
  • Bachelor's degree in STEM (science, technology, engineering, math) and 6 years of related program management experience as defined below, OR a Master's degree in STEM(science, technology, engineering, math) and 4 years of related experience as defined below.
  • Experience as a project lead, cost account manager, functional manager or demonstrated success leading teams/and or organizations to achieve a common goal.
  • Experience in Project Management skills and toolsets, such as metric creation, functional homeroom coordination, managing Integrated master schedules, etc.
  • Experience in manufacturing within the aerospace/defense industry.
  • Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook).
  • Your ability to transfer and maintain the final adjudicated government Secret clearance (DOD must be in-scope or enrolled in continuous evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the company.


Preferred Qualifications:
  • Experience in Risk and Opportunity Management
  • PMP® certification
  • Active Program Access
  • Experience on aircraft program start-up and development
  • Experience with manufacturing software tools, shop floor controls and metrics
  • Strong manufacturing background
  • Competent use of MES and SAP Knowledge
  • Prior Program Management or Project Management Experience
  • Prior EVMS Certification
  • Experience working in or with Manufacturing, Industrial, or Tooling Engineering disciplines

Primary Level Salary Range: $139,100.00 - $208,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
