Northrop Grumman Mission System (NGMS) is looking for a Program Manager 3 to support Strategic Captures within the Distributed Systems Operating Unit (OU) onsite in Linthicum, MD.

Distributed Systems is a strategic organization that drives increased responsiveness and rapid business development in support of the emerging multi-domain Crewed and Uncrewed Teaming market. We are seeking a seasoned Program Manager to lead high-impact defense programs in emerging capabilities, digital engineering, AI/ML integration, advanced sensors, and reference architectures for DoD customers. This role demands strong oversight of cost, schedule, and technical performance across complex, multi-disciplinary programs, while driving business growth through proposals, customer relationships, and cross-sector collaboration.

The ideal candidate excels in managing geographically distributed teams, navigating fast-paced environments with minimal ramp-up, and delivering innovative solutions that align with strategic DoD objectives. Significant collaboration across all NGMS Divisions is required to lead the delivery of integrated multi-function mission kits leveraging a wide variety of hardware, firmware, and software product lines. The ideal candidate will have a technical background and experience leading large program efforts through development and integration, working on or with product line teams, and running NCTA programs.

What You'll Get to Do:
Responsibilities include, but are not limited to:
  • Serve as the primary point of accountability for program execution, managing cost, schedule, technical performance, and risk across multiple programs including cost-plus and firm-fixed-price contracts with DoD agencies and Prime contractors in SAP environments.
  • Lead full program lifecycle activities: proposal development (C101s, technical/management volumes, Basis of Estimates, Statements of Work), staffing strategies, ROI/ROS analysis, contract negotiations, baseline establishment, execution, milestone reviews, and closeout.
  • Direct cross-functional integrated product teams (IPTs) comprised of engineers, managers, chief engineers, and SMEs across multiple states/disciplines (AI/ML, radar, electronic warfare, space, sensors, cybersecurity), ensuring alignment on deliverables, resource allocation, and performance.
  • Act as Program Lead for government reference architecture initiatives in model-driven/digital engineering environments, integrating multi-sensor solutions for flight test programs and supporting DoD digital acquisition strategies.
  • Build and maintain strong customer relationships and serve as key interface for program reviews, issue resolution, and opportunity expansion.
  • Conduct risk assessments, implement mitigation strategies, and apply earned value management principles to maintain program health and achieve contractual goals.
  • Support business development by identifying pursuits, developing technical/management approaches, and collaborating across sectors/industry for new opportunities.
  • Mentor team members on career progression, performance, and growth while balancing hands-on technical guidance with program-level strategic priorities in autonomous, short-ramp-up project settings.


Basic Qualifications:
  • Bachelor's Degree with 8+ years, Master's Degree with 6+ years, or PhD and 3+ years of relevant experience supporting Government proposals, contracts and/or project management.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as the program manager.
  • Experience with Agile development practices integrated with earned value management.
  • Experience leading a project with a software component.
  • Experience preparing presentations and materials for executive and stakeholder briefings.
  • Experience building business case/proposal for securing funding and scope.
  • Experience recognizing and responding to executive and stakeholder goals and rapidly develop outcomes supporting sector objectives.
  • US Citizenship required.
  • Current/Active DoD Top Secret clearance and SAP accesses required to start.


Preferred Qualifications:
  • Strong track record in stakeholder/customer engagement, cross-functional leadership, and delivering programs in distributed, high-stakes settings with minimal knowledge transfer.
  • Excellent communication, negotiation, and problem-solving skills for unique hardware/software/networking challenges.
  • Experience as a program manager on programs over $20M.
  • Proven expertise managing cost, schedule, and technical performance on complex programs, including proposal leadership, Basis of Estimates, SOW development, and risk/technical tradeoff analysis.
  • Experience with digital/model-based engineering, agile processes, reference architectures, sensor integration, flight testing, and emerging technologies (AI/ML, advanced sensors).
  • Technical background with Government Reference Architectures.
  • Ability to obtain and maintain SCI after starting.

Primary Level Salary Range: $184,300.00 - $276,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
