Northrop Grumman's Space Systems is looking for a Program Manager 2 to support the Advanced Technology Solutions (ATS) business unit on-site in Hanover, MD.
Advanced Technology Solutions (ATS) specializes in high performance, high reliability avionics and Space Flight subsystems for Aerospace, Defense, Space, Nuclear Defense and Instrumentation applications. ATS' space products have supported more than 28 space missions over a period of 25 years. These missions stretch back to Apollo and the beginning of the US Space Program and include a large diversity of civil and military programs, including notable programs like SBIRS, X-37B, Hubble, Orbital Express, Space Station, Shuttle, Mars Lander, Astronaut EMU Suits and 20 other NASA missions including four of their early small satellites. ATS was one of the first organizations in Northrop Grumman to foresee the potential of evolving Small Satellite technologies for application within the military, civil and commercial space markets.
Overview
Reporting to the Space Avionics & Power Systems Product Director, the Program Manager will lead a diverse portfolio of programs including technical development and build-to-print products. You will be responsible for profitable execution of programs that meet schedule and customer requirements and point of contact customer satisfaction. You will be a mentor in the organization for program management and manufacturing talent. You will support direct customer engagement regarding new business and assessing capabilities as it relates to Customer needs. Our ideal candidate will possess exceptional technical expertise and collaborative people skills with proven experience to work within a technically dynamic, fast-paced and small-team environment.

Primary Level Salary Range: $153,800.00 - $230,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Role and Responsibilities:
- Directs all phases of programs from inception through completion
- Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs
- Acts as primary customer contact for program activities, leading program gate review sessions with customer to discuss cost, schedule, and technical performance
- Effectively communicate progress to customers, senior leadership and companywide audiences
- Participates in the negotiation of contract and contract changes
- Defines design concepts, criteria and engineering efforts for product research, development, integration and test
- Establishes milestones and monitors adherence to master plans and schedules
- Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
- Establishes and manages program risks and opportunities
- Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
- Develops new business or expands the product line with the customer
- Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
- Will be required to write technical and cost proposals, estimate and track project costs, create project schedules, order and track project materials, and make presentations to customers and company management
- Will help conceptualize new products and work with project engineers, Purchasing, Contracts, and Cost Estimating personnel in project execution
- Assist in developing strategic plans and roadmaps, identifying required new capabilities, providing feedback on products, industry trends and customer needs, and fostering partnerships and teaming with key players to support successful proposal bids
- Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies
- Mentoring junior program managers and manufacturing team members
Basic Qualifications:
- Bachelor's degree in a STEM discipline, with 9 years' experience Aerospace Manufacturing; OR 7 years' experience with a Master's degree in a STEM discipline
- 3 + years of Program or Project Management experience or similar (e.g. Lead IPT (Integrated Product Team), or Lead NPT (New Product Team)
- Leadership experience in space avionics manufacturing
- 5 years of demonstrated success leading teams/and or organizations to achieve a common goal (instead of bullet below)
- Experience working in cross-functional teams with proven results in effective collaboration
- Experience applying Risk Management Frameworks and Opportunity Realization strategies (e.g., FMEA, SWOT) to identify manufacturing constraints and executing documented Mitigation Plans to prevent schedule slips (instead of bullet below)
- Experience in anticipating bottlenecks and risks associated with manufacturing and being proactive to suggest and implement solutions to mitigate
- Gated design development experience (PDR, CDR)
- Exceptional interpersonal, communication and presentation skills
- Proven analytical, technical, strategic and problem-solving skills
- Advanced MS Office Suite and MS Project skills
- US Citizenship is a requirement
Preferred Qualifications:
- MBA or a Master's degree in a STEM discipline
- Experience leading technical development programs
