Northrop Grumman Intelligence Systems Division (ISD) is seeking a Program Manager for the New Moon program to direct all phases of a large agile development and O&M project. This position is located on-site in Aurora, CO.
Overview
As the selected New Moon Program Manager, you will provide the programmatic, technical and people leadership necessary to develop, integrate, and deliver complex ground mission data processing capabilities to distributed operation sites. You will help manage and set organization objectives for multiple Agile Release Trains that combine to form a multidisciplinary team of approximately 100 dedicated, diverse professionals consisting of ~65% NG and 35% subcontractor personnel from multiple partners. Your leadership will be instrumental in ensuring NG delivers on our contractual commitments, provides the best OneNG solutions possible, advances our strategic objectives, and provides effective and engaged leadership to the franchise New Moon program. You are responsible for working with ISD leadership to ensure appropriate staffing, resources, processes, tools, training, etc. are provided to support successful program execution as well as proactively providing program direction to best leverage ISD capabilities. To facilitate your access to ISD resources, you will report functionally to the Ground Enterprise Systems Operating Unit Director (GES OUD) as the Program Review Authority. The GES OU is part of the Intelligence & Sensing (I&S) Business Unit (BU) within ISD and encompasses a portfolio of programs providing mission management, control, and processing capabilities for national security customers. GES is headquartered in Aurora, Colorado and has a substantial presence at Northrop Grumman's Space Park campus in Redondo Beach and Manhattan Beach, California, as well as other locations.

Primary Level Salary Range: $193,000.00 - $289,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Role and Responsibilities:
- Manage the cost, schedule and technical performance of New Moon projects across multiple simultaneous program phases (e.g., conceptual design through delivery and installation of fully integrated mission data processing systems)
- Advance program and NG strategic objectives by building and maintaining trusted relationships with customers and other stakeholders and by engaging in internal and customer forums related to the programs' roles in the broader end-to-end Enterprise
- Establish milestones, product roadmaps, and monitor adherence to master plans and schedules
- Ensure effective identification and management of issues, risks and opportunities. Drive issues and decisions to closure considering competing points of view, constraints, customer/stakeholder priorities and company strategic objectives
- Leverage NG's mission, architecture, and software development expertise to provide forward-thinking solutions that conform to customer constraints (funding, capabilities of related systems, etc.)
- Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, partner-rich, and dynamic environment
- Direct large and small subcontractors and suppliers driving towards alignment on common program objectives
- Lead the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
- Approve proposals, ROMs and ECPs that fall within program signature authority. Lead approval coordination for new business efforts that require OU or higher-level sign-off
- Participate and support our Contracts organization in the negotiation of contracts and contract changes. Ensure any ramifications to scope are fully understood and coordinated
- Act as primary customer contact for program activities and lead program review sessions with customer and/or NG leadership to address cost, schedule, and technical performance
- Effectively coordinate and collaborate with functional and P&L leadership across NGC to ensure required staffing, processes and infrastructure are available to efficiently execute the contract
- Provide leadership support to program and OU engagement and DE&I initiatives
Basic Qualifications:
- Bachelor's Degree in a STEM discipline with 9 years' related experience in Program/Project Management, leadership or related field; OR 7 years' experience with a Master's degree
- Four years' experience as a Program Manager
- Demonstrated ability to create trusted relationships with customers
- Demonstrated ability to lead complex programs comprised of cross-functional teams (i.e. engineering, business, contracts, law, supply chain, production and mission/quality assurance)
- Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments
- Excellent verbal and written communications skills
- Familiarity with and willingness to work in a secure environment
- Leadership experience building effective and engaged multi-discipline teams
- Active DoD Top Secret/SCI Clearance w/SBBI is required at the time of application
- US Citizenship is required
Preferred Qualifications:
- BS or MS in Electrical Engineering, Computer Engineering, or Computer Science
- Experience leading large agile software development efforts
- Experience developing data processing software systems

- Demonstrated depth of experience in System Engineering and/or Software Development
