DUTIES AND RESPONSIBILITIES
• Implement statutory and policy directives in favor of disclosure while protecting, under one or more of
the nine FOIA exemptions and/or Privacy Act exemptions, classified information the release which could cause foreseeable harm to national security
• Utilize Freedom of Information Act (FOIA) case processing, in accordance with 5 U.S.C 552 (Freedom
of Information Act), 5 U.S.C. 552a (Privacy Act), and DoDM 5200.01 “DoD Information Security Program:
Overview, Classification, and Declassification Volumes 1-4.”
• Review and analyze documents in accordance with the Freedom of Information Act (FOIA) and Privacy Act (PA) and independently determine whether unreleased or uncirculated information and documents controlled by the US government can be disclosed upon request.
• Analyze documents to determine classification level and identify document markings
• Recognize possible nuclear weapons and intelligence information
• Process and document FOIA and PA requests to an organization’s records
• Interpret regulations, agency enforcement codes, and organizational policies regarding release of agency documents
• Ensure released materials do not contain personal identifiers, information that is classified to protect
national security, directly or indirectly reveal trade secrets, and other information exempted under the
applicable statutes
• Exercise discretionary judgment on FOIA procedural issues such as fee category determinations, fee
waivers, and the granting of expedited processing
• Conduct primary reviews and analyze requests to determine if redactions need to be made before release in accordance with the Privacy Act of 1974
• Compose response letters, clarify requests, negotiate additional response time, and make
recommendations on fees and fee waivers
• Coordinate with program offices on conducting searches for responsive documents
• Negotiate with submitters of records, and with requestors of those records, to clarify requests in order to make release determinations or recommendations
• Evaluate FOIA responses by analyzing facts, performing appropriate research, and preparing final detailed responses
• Ensure proper handling, storage, and processing of classified material at all times
• Develop and maintain proficiency in the use of guidance and reference material, both substantive and
procedural
QUALIFICATIONS AND REQUIREMENTS
• DoD Top Secret Clearance required
• Bachelor’s Degree in Information Management related field (History, Government Affairs, Political
Science, etc.) or equivalent combination of education and/or experience
• Knowledge and proficiency of Microsoft Office Suite and FOIA Xpress

• Demonstrated knowledge of the Freedom of Information Act, the Privacy Act and the nine FOIA
exemptions
• Experience drafting correspondence and communicating effectively with requesters
• Possess strong analytical skills, reading comprehension, and attention to detail
• Ability to multi-task, work with little to no supervision, and adjust to established work patterns and
processes as required
